Position Overview

Role Summary

The Legal Counsel, reporting to a Senior Legal Counsel or Director within the Voting Rights team, is responsible for litigating cases in both federal and state courts. This role is crucial in aiding the Campaign Legal Center (CLC) to develop, implement, advocate for, and defend policies that uphold the right to vote nationwide. The Legal Counsel will allocate their time between litigation and policy initiatives as required.

Under the guidance of their supervisor, the Legal Counsel plays a vital role in challenging anti-voter laws and practices through litigation in federal and state courts. This includes identifying potential litigation opportunities, drafting legal documents such as pleadings, motions, and briefs, managing the discovery process, and participating in trial and appellate proceedings. Additionally, the Legal Counsel provides legal insights to stakeholders and policymakers as they formulate and advocate for pro-voter policies while opposing anti-voter measures at various governmental levels. Responsibilities may involve analyzing and drafting legislation, creating advocacy materials, testifying before legislative bodies, and collaborating with coalitions to enhance community efforts aimed at promoting voting rights.

This position is eligible for CLC's telework and flexible work arrangements. Candidates from all regions of the United States are encouraged to apply. A resume and cover letter are mandatory for application; submissions lacking a cover letter will not be considered.

Key Responsibilities

  • Identify strategic litigation opportunities that support the freedom to vote in collaboration with internal and external partners.
  • Engage in all phases of federal and state litigation, from the initial pleading stage through discovery, trial, and appeals.
  • Draft pleadings, motions, and briefs for federal and state cases, while strategizing and managing the discovery process.
  • Conduct and defend witness depositions and participate in court hearings.
  • Draft legislative and policy proposals, and review and analyze proposed legislation and regulations.
  • Create legal advocacy materials, including policy papers, comments on rulemaking, and communications to elected officials or election administrators.
  • Establish and maintain relationships with local and national partners to support litigation and legislative initiatives.
  • Perform additional duties as assigned.
  • Some travel may be required.

Qualifications and Skills

  • A minimum of three years of legal experience.
  • Strong research, writing, and analytical capabilities.
  • Exceptional interpersonal communication skills with a proven ability to collaborate effectively within a team.
  • Active membership in the DC bar in good standing, or eligibility to waive into the DC bar.
  • If working remotely, membership in the bar of the Legal Counsel's jurisdiction of residence is required.
  • A commitment to the nonpartisan mission and values of CLC.
  • A demonstrated interest in voting rights and election law is preferred but not mandatory.
