Duties

As an Attorney Advisor (International), you will perform the following duties:

Specifically, this Attorney-Advisor would consult with senior foreign government officials; assess development needs and barriers to investment; and design, implement legal reform technical assistance programs that meet the host countries' economic development needs and are in line with U.S. energy and climate policy goals.

To implement the technical assistance programs, the Attorney-Advisor would organize and deliver expert legal advice on the policies, laws, regulations, contracts, and standards for host countries to increase sustainable mineral production, including those in critical mineral supply chains. This Attorney-Advisor would collaborate across US Government agencies in the energy and minerals spaces, and support the US State Department's Energy and Minerals Governance Program, Minerals Security Partnership, and CHIPS initiatives.     Qualifications

    Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at:

    1. EDUCATION REQUIREMENT: Must be a law school graduate with a Juris Doctorate (J.D.) degree from a law school accredited by the American Bar Association.

    AND

    2. Must be able to verify ACTIVE BAR MEMBERSHIP in good standing in one of the 50 United States, Washington D.C., Puerto Rico or the U.S. Virgin Islands.

    Minimum Requirements
    The minimum required experience applicants must possess at each grade level (or equivalent) is as follows:

    GS-13: Must have four (4) years relevant professional experience (legal or non-legal) obtained after receipt of J.D. degree.

    GS-14: Must have six (6) years of relevant professional experience (legal or non-legal) obtained after receipt of J.D. degree.

    AND

    Prior legal experience in the minerals sector, in mining and mineral supply chain or related industrial sectors. In this position, the Attorney-Advisor will be expected to be able to converse with a variety of stakeholders on the legal and regulatory frameworks related to investment in the exploration and exploitation of mineral resources and processing of those minerals. o Prior legal experience in natural resource extraction relating to permitting/licensing, insolvency, arbitration, project finance, and/or minerals taxation. o Prior experience with the administration, drafting, interpretation, and/or enforcement of legal, regulatory, and/or transactional documents in the mining sector, such as: mining codes, mining regulations, mining investment agreements and other host government instruments, mineral concessions and contracts, as well as project finance documents. o Prior experience and/or familiarity with working with foreign governments and/or development finance institutions is strongly preferred. o Regular international travel will be required, averaging around 6-8 trips per year, to global and occasionally domestic destinations. CLDP Attorney-Advisors in this position carry out many of their programs in the host countries around the world, and also bring delegations to the U.S. for study tours. Knowledge of another language is not required but is preferred.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
