Position Summary
This role is situated within the District of Columbia's Department of Human Resources, specifically in the Office of the General Counsel. The primary objective of this department is to enhance the quality of life for residents and visitors by ensuring efficient and safe movement of people, goods, and information while minimizing negative impacts on the community and environment. The selected candidate will function as a Legal Advisor, addressing complex legal issues, including the evaluation of various legal documents and pertinent case law to ascertain whether proposed actions align with the best interests of the District of Columbia government.
Key Responsibilities
The incumbent will act as a senior legal professional within the Agency, managing intricate legal matters. Responsibilities include:
- Reviewing legal documents and case law to determine the appropriateness of proposed actions.
- Drafting statements of rationale and necessary language to mitigate objections.
- Analyzing proposed legislation, orders, and other legal documents for legal sufficiency, both in form and substance.
- Conducting research and providing oral or written legal opinions based on thorough analysis.
- Reviewing hearing records, briefs, and rulings to provide informed recommendations to supervisors.
Qualifications and Educational Background
Required Experience: Candidates must possess specialized experience directly related to the position, equipping them with the knowledge, skills, and abilities necessary for success. At least one year of specialized experience should be equivalent to the next lower grade level in the normal progression. Relevant experience may include comprehensive knowledge of various legal titles, agency policies, regulations, and procedures, as well as federal and state laws applicable to the Agency's functions.
Applicants must hold a Juris Doctor (JD) degree from an ABA-accredited law school and have a minimum of three years of post-professional legal experience.
Preferred Qualifications: Candidates with seven or more years of experience in employment law, regulatory enforcement, and administrative litigation are preferred. Familiarity with federal and District of Columbia equal employment opportunity laws and the District Personnel Manual is advantageous.
Licensure and Certification Requirements
Candidates must be active members in good standing of the District of Columbia Bar or possess the ability to waive in and be admitted within a specified timeframe. Maintaining good standing in the Bar is essential throughout employment in this legal position.
Work Environment
The position is primarily office-based.

Work Schedule: Varies based on departmental needs.
Appointment Duration: Regular Legal Service.
Salary Range: $109,999 - $141,707, contingent upon funding availability.
