Position Overview

The Lead Human Resources Strategist plays a pivotal role in enhancing talent acquisition initiatives and acts as a regional HR authority to support local entities lacking dedicated HR resources. This position ensures adherence to industry standards, oversees the recruitment and onboarding processes, and guarantees consistent application of all organizational HR policies and procedures. A profound understanding of HR development is essential for fostering a robust HR framework within a dynamic not-for-profit organization. The Lead Human Resources Strategist reports directly to the Executive Director.

Key Responsibilities:

  • Oversee the onboarding journey for new hires, including recruitment, interviewing, and integration, in line with organizational standards and labor regulations.
  • Formulate and evaluate comprehensive human resource strategies, systems, and procedures across the organization while ensuring compliance with legal requirements.
  • Act as a regional subject matter expert for HR issues in the Southern Tier Region of NYS, focusing on recruitment, retention, and training practices. This includes assisting organizations with marketing roles and developing career advancement pathways.
  • Engage in cross-functional teams and collaborate with New York State workgroups, such as Workforce Investment Organizations (WIO) and Statewide Health Equity Regional Organization (SHERO).
  • Deliver presentations at regional stakeholder gatherings to educate the community on innovative best practices.
  • Provide support for career development by assessing training needs and implementing training programs.
  • Collaborate with leadership to align strategic HR objectives with business goals.
  • Design and manage a performance evaluation system that promotes and rewards high performance.
  • Contribute to fostering a positive work environment for all staff members.
  • Advise and assist employees in resolving issues, providing timely guidance and support.
  • Ensure consistent application of all HR policies and recommend modifications based on organizational and employee needs.

Qualifications:

  • A bachelor’s degree in human resources, labor relations, organizational development, business, or a related field; relevant experience may be considered as a substitute.
  • 3-5 years of experience in an HR managerial role; additional experience in HR recruitment is advantageous.
  • Thorough understanding of labor laws and HR best practices.
  • Exceptional active listening, negotiation, and presentation abilities.
  • Capability to cultivate positive employee relations.
  • Proven experience with HR metrics.
  • Familiarity with HR systems and databases.
  • Ability to develop strategic initiatives along with strong leadership skills.
  • Competence in building and managing relationships at all organizational levels.
  • Effective verbal and written communication skills.
  • Proficiency in Microsoft Office applications.
  • Experience facilitating meetings in person or through virtual platforms.

Licensure/Certification:

  • Minimum Required: N/A
  • Preferred: Professional in Human Resources (PHR) certification is desirable but not mandatory.

Work Environment:

Care Compass Network employs a hybrid work model, allowing employees to work remotely or from a professional office setting. Some travel may be necessary for meetings with partners or networks.
