Senior Specialist in Supportive Housing Services

Position Overview
The Senior Specialist in Supportive Housing Services will oversee the supportive housing initiatives at the AIDS Foundation of Chicago (AFC) that are funded by the U.S. Department of Housing and Urban Development (HUD). This includes managing HUD's Housing Opportunities for People with AIDS (HOPWA) programs, as well as collaborating with state and city government entities and private foundations. This role acts as the primary liaison for AFC with partner agencies that provide housing and essential services to individuals and families facing chronic medical conditions, homelessness, and financial hardships.
Key Responsibilities
Program Management
- Support case managers and supervisors at various partner organizations to ensure the delivery of high-quality services.
- Provide guidance and oversight to partner agency staff in line with supportive housing program guidelines.
- Utilize the Coordinated Entry System (CES) for tracking project data and managing referrals, ensuring timely eligibility assessments and documentation reviews.
- Monitor the utilization of support services, generating regular reports on program outcomes and service delivery for AFC staff and partner agency directors.
- Collaborate with the SHP Director and Senior Manager to refine policies and procedures in alignment with current operational needs.
- Act as the community contact point for inquiries related to SHP projects.
- Work with AFC's Senior Quality Specialist to provide ongoing technical support to partner agencies regarding case management databases.
- Lead short-term projects as necessary to adapt to system-level changes.
Quality Assurance and Data Management
- Ensure the accuracy and timeliness of data entry for all program participants in relevant tracking systems.
- Communicate with partner agency staff regarding any quality issues that arise.
- Maintain compliance with HUD CoC requirements by updating client referral statuses and completing necessary assessments promptly.
- Compile monthly reports for assigned programs and participate in annual site visit reviews.
- Assist in chart audits for funders and monitor data quality standards to ensure program competitiveness.
Meetings and Training
- Facilitate monthly System Integration Team (SIT) meetings with partner agency service providers.
- Provide case consultation and guidance for developing client-level interventions.
- Participate in various departmental and inter-departmental meetings.
- Onboard new partner agency staff on supportive housing processes and expectations.
Additional Responsibilities
- Assist with agency-wide events and activities as needed.
- Enhance professional knowledge through educational opportunities and networking.
- Maintain confidentiality and protect the organization's interests.
- Perform other related duties as assigned.
Qualifications
Minimum Requirements: Bachelor's degree with 2+ years of experience in Human Services or 5+ years of relevant experience.
Preferred Qualifications: Master's degree in a related field and experience in case management and homeless services.
Skills and Abilities: Strong accountability, case management skills, knowledge of HUD programs, excellent interpersonal skills, and an understanding of supportive housing principles.
Work Environment: The role is primarily office-based, requiring light physical effort and the ability to work at a desk for extended periods.
