Overview

The Office of the Inspector General (OIG) functions autonomously within the Chicago Housing Authority (CHA) to investigate issues related to fraud, theft, waste, abuse, and misconduct that affect CHA. A vital aspect of its mission is to evaluate programs aimed at improving the efficiency, effectiveness, and integrity of CHA's operations.

Position Overview

The Performance Audit Specialist is an integral member of the OIG Audit team, assisting in the execution of performance audits through comprehensive data collection, analysis, and interpretation. This role involves conducting interviews, fieldwork, and drafting reports in accordance with Generally Accepted Government Auditing Standards. Working closely with senior auditors, the Performance Audit Specialist will compile extensive datasets to provide statistical models, trends, predictions, analyses, and support various audit functions.

Roles and Responsibilities

  • Assist in performance audits under the guidance of senior auditors to evaluate CHA operations and programs for efficiency, effectiveness, and integrity.
  • Analyze data, including electronic information from databases, to uncover performance-related trends.
  • Assess risks associated with CHA programs and evaluate risk mitigation strategies.
  • Conduct interviews with CHA staff, vendors, and other relevant parties.
  • Prepare clear and objective reports detailing audit findings, recommendations, and create visual aids such as charts and graphs.
  • Collaborate with investigators as needed to support ongoing investigations.
  • Perform additional duties as assigned.

Requirements

Essential: A Bachelor's degree from an accredited institution, with at least 1 year of experience in performance auditing, accounting, or operations analysis. Proficiency in data analytics tools, research, and analysis, along with familiarity with audit principles and processes, or equivalent experience is required. Preferred: A graduate degree in a relevant field such as government, public policy, or accounting, experience in performance audits compliant with Generally Accepted Government Auditing Standards or internal audit, exceptional written and verbal communication skills, and knowledge of analytical principles, concepts, and methods. Holding professional certifications such as Certified Inspector General Auditor, Certified Public Accountant, Certified Internal Auditor, Certified Governmental Auditing Professional, Certified Information Systems Auditor, Certified Government Finance Manager, or Certified Fraud Examiner is advantageous. Candidates must undergo fingerprinting by an external law enforcement agency within 90 days of hiring, with employment contingent on the results of a criminal history check.
