Position Overview

The Senior Specialist in Supportive Housing Services will oversee the supportive housing initiatives at the AIDS Foundation of Chicago (AFC) that are financed by the U.S. Department of Housing and Urban Development (HUD). This includes the Housing Opportunities for People with AIDS (HOPWA) programs, as well as collaborations with state and local government entities and private philanthropic organizations. This role acts as the primary liaison between AFC and partner agencies that deliver housing and essential services to individuals and families who are chronically medically ill, homeless, or low-income.

Key Responsibilities

Program Oversight

  • Support case managers and supervisors at partner agencies to ensure the delivery of high-quality services.
  • Provide guidance and oversight to partner agency staff regarding the implementation of housing program policies and procedures.
  • Utilize the Coordinated Entry System (CES) for tracking project data and managing referrals, ensuring timely assessments for eligibility.
  • Monitor the use of support services and provide regular reports on program outcomes and service delivery.
  • Collaborate with AFC leadership to update policies and procedures in alignment with operational changes.
  • Act as the community contact for inquiries related to supportive housing projects.
  • Facilitate technical assistance for partner agencies in utilizing case management databases.
  • Lead short-term projects aimed at improving program policies and procedures.

Quality Assurance and Data Management

  • Ensure the accuracy and timeliness of data entry for program participants.
  • Maintain compliance with HUD CoC requirements and ensure proper documentation is completed.
  • Prepare monthly reports and participate in program site reviews.
  • Assist in chart audits and monitor data quality standards.

Meetings and Training

  • Facilitate monthly meetings with partner agency service providers.
  • Provide case consultation and guidance for client-level interventions.
  • Participate in inter-departmental meetings and systems-level workgroups.
  • Onboard new partner agency staff on supportive housing processes and expectations.

Additional Responsibilities

  • Assist with agency-wide events and activities as needed.
  • Enhance job knowledge through professional development opportunities.
  • Maintain confidentiality and protect the organization's interests.
  • Perform other duties as assigned.

Qualifications

Minimum Requirements: Bachelor's degree with a minimum of 2 years of experience in Human Services, or 5 years of relevant experience.

Preferred Qualifications: Master's degree in a related field, along with experience in case management and homeless services.

Skills and Competencies: Strong accountability, case management capabilities, knowledge of HUD programs, excellent interpersonal skills, and understanding of supportive housing models.

Work Environment: The position is primarily office-based, requiring light physical effort and the ability to work at a desk for extended periods.
