Global Resource Solutions, Inc. (GRS) is in search of a dedicated and skilled individual for the role of Personnel Security Specialist I.

Position Summary:
The Personnel Security Specialist I will deliver personnel security assistance to the client, which encompasses, but is not limited to, interpreting current regulations, aiding support offices in managing investigation requests, and, when suitable, securing preclearance for interim hiring or contractor activities. The selected candidate will oversee all facets of suitability processing as well as intelligence community security processing in compliance with all relevant directives, regulations, manuals, and guidelines to effectively fulfill the responsibilities and duties of the position. The role also involves researching technological innovations to ensure that security solutions are consistently enhanced, supported, and aligned with industry and organizational standards.


Key Responsibilities:

  • Prepare case documentation for preliminary vetting requests, which includes reviewing and analyzing questionnaires for background investigations, agency security forms, criminal law checks, credit bureau reports, and other necessary reports to assess integrity, fitness, and suitability.
  • Conduct background investigation checks as required, identify and associate risk and sensitivity levels, and address integrity, fitness, suitability, and security concerns while updating the case summary worksheet with all actions taken.
  • Examine security documentation for accuracy and completeness, and evaluate the authenticity of data or documentation sourced from various channels.
  • Perform investigative checks, including but not limited to, Personnel Investigation Processing System or Central Verification System checks, credit checks, FBI fingerprint checks, FBI name checks, and Selective Service Registration checks.
  • Review the outcomes of continuous vetting checks, ensuring the protection of sensitive information, including but not limited to, Privacy Act Protected Information and Personally Identifiable Information.
  • Utilize business processing systems effectively. Update the agency's personnel security database with accurate data and create the necessary processing activities to ensure proper routing of all cases.
  • Upload all relevant supporting documents to the case document tab.
  • Conduct necessary research, information gathering, reviewing, analyzing, and compiling pertinent personnel security information into a case summary.
  • Provide excellent customer service, prepare memos, Letters of Interrogatory, Letters of Advisement, and Conditional Approval Letters.
  • Manage assigned caseload to meet target deliverable timelines as required.

Minimum Qualifications:

  • At least two (2) years of experience in a security administration environment, including personnel security, background investigation, physical security, or private sector security related to Federal Government contracting.
  • A minimum of one (1) year of experience in researching, retrieving, analyzing, and comparing background investigation materials.
  • Experience in business process systems and personnel security case management systems for data entry and case summary of security support service actions taken, including reviewing questionnaires for background investigations and any supporting documentation for preliminary vetting.
  • Knowledge of integrity and fitness, suitability, and security regulations, including 5 C.F.R. part 731, 1400, and executive orders 10450, 12968, and 13764.
  • Ability to multitask and maintain attention to detail.

Physical Requirements: This position requires employees to be willing and able to sit, bend, reach, stoop, squat, stand, and walk.

Communication Skills: Excellent customer service skills via phone and face-to-face interactions, along with strong written and oral command of English.
