Job Overview

The Grants and Contracts Specialist II plays a pivotal role in offering expert assistance and direction in the formulation, submission, processing, and oversight of research grants and contract proposals, awards, and agreements for the institution's researchers. This position ensures that the management of sponsored programs associated with research adheres to the regulations set forth by federal, state, and private agencies.

Key Responsibilities
  • Conducts thorough reviews of grant and contract proposals and expenditures before submission to ensure accuracy, completeness, and compliance with relevant policies and regulations. This may involve reviewing a substantial number of grant applications annually for pre-award financial and administrative compliance.
  • Serves as a primary liaison with departmental administrators, faculty, and external funding agencies to facilitate necessary edits to proposals prior to institutional endorsement, requiring significant oversight and training.
  • Ensures timely submission of grant and contract applications, maintaining correct compliance characterization, and routing to the appropriate committees.
  • Monitors monthly grant activities and expenditures for assigned projects, generating tailored fiscal reports for academic and service departments. Conducts cost-benefit analyses and prepares additional reports as needed.
  • Assists in the development of pre-award budgets, post-award monitoring, management of program sub-contracts, and grant closeout processes. May also establish standard operating procedures for reviewing and filing submissions.
  • Oversees financial transactions, reviews ledgers, tracks sponsor payments, and collaborates regularly with fund accounting. May develop a financial management review system for funded projects.
  • Engages with faculty, departmental administrators, finance, and compliance committees regarding all sponsored and research programs, providing necessary information for fund activation.
  • Reviews and supplies Just-In-Time, supplemental, and amended information to external sponsors on applications.
  • May develop and maintain a research activity database and website, ensuring proper documentation and filing for proposal submissions, awards, and expenditures.
  • Acts as a liaison with various institutional committees and may represent the institution to non-profit funding agencies and government officials.
  • Negotiates clinical trial agreements and amendments on behalf of the institution, often involving complex legal considerations.
  • May review and negotiate funding agreements from other educational institutions and non-profit sponsors.
  • May facilitate negotiations for site agreements related to large-scale clinical trials.
  • Acts as a liaison for sponsored research agreements and intellectual property issues, collaborating with risk management as necessary.
  • Possesses a strong understanding of information systems, including the Grants Tracking System and Microsoft Office Suite, performing routine data entry and maintenance.
  • May assist in the recruitment and retention efforts for clinical trials.
  • May provide training for new faculty and staff in research and grants management, maintaining systems to track faculty certifications and departmental research performance.
  • May oversee fundraising initiatives and expenditures.
  • May assist faculty with high-priority projects requiring detailed planning.
  • May create and distribute informational packets regarding funding opportunities.
  • Performs additional related duties as assigned.
Qualifications
  • Bachelor's degree in business administration or a related field, or an equivalent combination of education and relevant experience.
  • Desirable: Clinical trials negotiation training (MAGI, etc.).
  • Certification as an IRB Professional (CIP) is preferred, or eligibility to take the exam within six months of hire.
  • A minimum of five years of progressive experience in grants and contracts management.
  • Preferred certifications include NCURA or SRA.
