Position Overview: Under the guidance of the Neighborhood Administrator, the Residential Operations Supervisor will undertake challenging and significant responsibilities, overseeing both Management and Maintenance Operations within a housing development. This role is crucial in ensuring that residents receive high-quality housing, a secure environment, and access to community-based services.

Key Responsibilities:

Property Administration: Maintain a professional atmosphere with scheduled office hours in the property management office; ensure availability for emergencies, either personally or through designated personnel.

Rent Management: Guarantee timely collection of rent payments and manage documentation for legal proceedings related to rent delinquencies and holdover cases; oversee data entry of related records and authorize rent adjustment requests.

Annual Income Evaluations: Ensure completion of annual income reviews, including submission of non-verifiable cases.

Debt Management: Process uncollected accounts in accordance with established policies.

Visual Inspections: Ensure that visual lead assessments are conducted by trained personnel, and that necessary repairs are executed promptly.

Occupancy Management: Prepare vacant units in compliance with policies and procedures; utilize effective marketing strategies to maintain high occupancy rates.

Procurement: Ensure availability of materials and services for timely maintenance and repairs, adhering to procurement procedures.

Safety Protocols: Uphold safety standards to protect residents and staff.

Repair Coordination: Respond to resident repair requests within set guidelines and ensure timely completion of repairs.

Property Inspections: Conduct thorough inspections of the property, including move-ins and grounds maintenance, to ensure compliance with quality standards.

Compliance and Reporting: Collaborate with the Property Maintenance Supervisor to develop plans for successful inspections and corrective actions; ensure timely submission of management reports.

Resident Engagement: Foster positive relationships with residents to ensure adherence to housing regulations.

Staff Management: Maintain adequate staffing levels, provide training, supervise staff, and participate in hiring processes.

Qualifications:

1. A bachelor’s degree from an accredited institution, along with three years of supervisory or administrative experience in housing management at a development with at least 150 apartments.

2. Alternatively, a high school diploma and six years of relevant experience.

3. A combination of education and experience that meets the above criteria.

Preferred Skills:

1. Extensive knowledge of property management policies, local building codes, and housing regulations.

2. Familiarity with maintenance principles and office management practices.

3. Proficiency in budget preparation and monitoring.

4. Strong communication skills, both written and verbal.

5. Ability to build effective relationships with residents and community agencies.
