Job Summary

The Administrative Officer position is a critical role within the Logistics Service of the VA Health Care System. As a key member of the team, you will be responsible for providing administrative support and oversight to ensure the smooth operation of the service.

Key Responsibilities
  • Provide administrative management and coordination of the Logistics Service
  • Exercise independent judgment in accomplishing major duties, including interpreting administrative policies and developing local policies
  • Coordinate and implement all administrative activities of the service, including preparing and editing official correspondence
  • Monitor performance and suspense actions, and enforce the directions of the CSCO to ensure issues are brought to closure
  • Establish internal procedures to secure adequate control in terms of deadlines, progress reports, and directives
  • Independently secure the required administrative and managerial support to meet operating requirements
  • Maintain responsibility for all service correspondence and prepare, edit, and archive official correspondence
  • Prepare and update the Annual Operating Plan and reviews and updates all Standard Operating Procedures (SOP) related to property management, GIP, and/or related information systems, and warehouse/distribution functions
  • Submit and monitor work orders, and approve time and leave under the direction of the CSCO
  • Manage Logistics scheduling in lieu of the supervisor and manage online certifications for contracts, labor mapping, and ADPAC duties
  • Ensure all staff use TMS and monitor TMS use, training completions, and accomplishments, and provide TMS compliance and non-compliance reports to the Chief
  • Maintain working knowledge of the Personnel Identity Verifications (PIV) badging system and coordinate clearances and access for all Logistics visitors and contractors as necessary
  • Attend briefings and meetings on behalf of the Chief in his or her absence, and schedule or coordinate all service meetings, prepare agenda, and prepare minutes for each
  • Serve as the Facility Hazardous Recall Coordinator and Contracting Officer Representative (COR) for the Logistics Service, and coordinate the personnel management program for Logistics Service, performing or overseeing all aspects of human resources requirements
  • Advise the Chief and Supervisors regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources-related activities
  • Monitor, coordinate, and track all on-going and projected personnel actions, and continuously apprise management of status, and maintain files and documents on all personnel actions, and coordinate actions with appropriate staff or supervisor
Requirements
  • Must be a U.S. Citizen
  • Selective Service Registration is required for males born after 12/31/1959
  • May be required to serve a probationary period
  • Subject to background/security investigation
  • Selected applicants will be required to complete an online onboarding process
  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)
  • Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP)
Qualifications
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization
  • Knowledge, Skills and Abilities (KSAs): 1-Analyze problems to identify significant factors, gather pertinent data, and recognize solutions, 2-Plan and organize work, 3-Communicate effectively orally and in writing
