Position Overview

The Project Controls Manager is responsible for executing a variety of essential functions related to ongoing project oversight and the enhancement of systems and tools.

Responsibilities

General:

• Aids in the formulation and preparation of cost and schedule data for proposals or projects.

• Supports the creation of engineering and construction project controls procedures, work instructions, tools, reports, and standards.

• Coordinates and provides necessary data and documents for project historical reporting.

• Develops, implements, and maintains metrics to assess cost/schedule health for projects.

• Supplies cost/schedule insights for project standards, weekly, and monthly reports.

• Assists in the preparation of estimate turnover packages for project execution concerning cost engineering, planning, and scheduling.

• Reports to the Manager of Project Controls and/or Project Controls Manager on-site.

• Aids in advanced work packaging, material tracking, and subcontractor oversight.

• Prepares detailed weekly and monthly reports analyzing risks, opportunities, and concerns based on current project data and historical benchmarks.

Cost Engineering/Estimating:

• Coordinates, develops, and implements cost budget preparation and control for project execution, including cost breakdown structures and account code mapping.

• Monitors, controls, forecasts, reports, and provides recommendations regarding project cost performance and projections.

• Develops and maintains job hour reporting and labor corrections.

• Reviews billing details for invoicing purposes.

• Maintains on-project staffing plans and forecasts, integrating schedules and earned value systems.

• Implements and oversees the Change Management Program during project execution, assisting in developing estimates and analyses for scope changes.

• Develops and maintains cash flow/revenue projections for projects, assisting business managers as needed.

• Aids in implementing and maintaining a project quantity tracking program in collaboration with engineering management.

Planning and Scheduling:

• Responsible for developing, maintaining, and controlling project schedules during proposal and execution phases for engineering and procurement scopes. Collaborates with construction on integrating CPM schedules.

• Prepares schedule narratives and basis/assumption documentation.

• Reviews schedule information concerning discipline logic ties and interfaces during initial development and look-ahead meetings.

• Loads and levels job hours and other resources in the P6 schedule, maintaining it throughout project execution.

• Monitors schedule deviations, providing time-impact analyses and recommendations for corrective actions. Conducts schedule analyses for changes resulting from the change management program.

• Develops, implements, and maintains the earned value system, ensuring integration and integrity between schedules and budgets.

• Develops and maintains job hours, progress, manpower, and quantity progress graphs and charts.

Qualifications

• Bachelor's degree in construction management, engineering, or business administration/finance.

• Familiarity with AACEI, CII, and PMI's Best Practices and Concepts.

• Intermediate knowledge of engineering, procurement, construction, commissioning, and start-up methods and techniques.

• Intermediate understanding of project controls concepts and tools related to cost engineering, estimating, planning/scheduling, and earned value management.

• Basic knowledge of cost/schedule risk analysis in relation to risk management programs.

• Proficient verbal and written communication and presentation skills.

• Working knowledge of Primavera P6 and MS Office (Excel, Word, Access, PowerPoint).

• Familiarity with PowerBi and SAP software is advantageous.

• Basic to intermediate knowledge of VBA/Macros, SQL, and Oracle language is a plus.

• Strong work ethic with excellent interpersonal, organizational, and leadership skills.

• Results-oriented with the ability to manage multiple priorities independently or as part of a team.

• Experience with standard office computer software.

Cost Engineering Specific:

• AACEI Certified Cost Technician (CCT) or Certified Cost Professional (CCP) certification is a plus.

• 5-10 years of project controls/cost engineering experience in the Oil, Gas, and Chemical sectors.

Planning and Scheduling Specific:

• AACEI Certified Scheduling Technician (CST) or Planning and Scheduling Professional (PSP) certification is a plus.

• 5-10 years of planning, scheduling, and earned value experience in the Oil, Gas, and Chemical sectors.
