Position Overview
The Project Controls Manager is tasked with executing a variety of essential functions for ongoing project oversight and the advancement of systems and tools.

This role will be situated at our Energy Corridor office. Responsibilities
General:
• Aid in the creation and preparation of cost and schedule data for proposals or projects.
• Support the formulation of engineering and construction project controls protocols, work instructions, tools, reports, standards, etc.
• Provide and coordinate necessary data and documents for project historical reporting.
• Develop, implement, and maintain metrics to assess cost/schedule health for projects.
• Contribute cost/schedule insights for project standards, weekly, and monthly reports.
• Assist in crafting the estimate turnover package for project execution related to cost engineering, planning, and scheduling.
• Report to the Manager of Project Controls and/or (On-Project) Project Controls Manager.
• Assist with advanced work packaging, material tracking, and subcontractor tracking.
• Prepare weekly and monthly reports with detailed analyses of risks, opportunities, and concerns based on current project data and historical benchmarks.
Cost Engineering/Estimating:
• Coordinate, develop, and implement cost budget preparation and control for project execution, including cost breakdown structures, account code mapping, and loading estimates into cost tracking software.
• Monitor, control, forecast, report, and provide recommendations regarding project cost performance and projections.
• Develop and maintain job hour reporting/labor corrections.
• Review billing details for invoicing purposes.
• Develop and maintain on-project staffing plans and forecasts, integrating schedules and earned value systems.
• Implement and uphold the Change Management Program during project execution, assisting in developing estimates and analyses for scope and non-scope changes/trends.
• Manage the development and maintenance of on-project cash flow/revenue projections, providing assistance to the business manager as needed.
• Support the implementation and maintenance of a project quantity tracking program in collaboration with engineering management.
Planning and Scheduling:
• Responsible for developing, maintaining, and controlling project schedules during proposal and execution phases for engineering and procurement/subcontract scopes of work. Collaborate with construction teams on CPM schedule integration.
• Prepare schedule narratives and basis/assumption documentation.
• Review schedule information related to discipline logic ties and interfaces among other disciplines and functions during initial development and look-ahead meetings.
• Load and level job hours/other resources in the P6 schedule and maintain throughout project execution.
• Monitor schedule deviations, providing time-impact analyses and recommendations for corrective actions. Conduct schedule analyses for changes resulting from the change management/trend program.
• Develop, implement, and maintain the earned value system, ensuring integration and integrity between schedules and budgets.
• Create and maintain job hours, progress, manpower, and quantity progress graphs and charts.
Qualifications
• Bachelor's degree in construction management, engineering/engineering technology, or business administration/finance.
• Familiarity with AACEI, CII, and PMI's Best/Recommended Practices and Concepts.
• Basic to Intermediate understanding of practical methods and techniques for engineering, procurement, construction, commissioning, and start-up.
• Intermediate knowledge of project controls concepts and tools related to cost engineering, estimating, planning/scheduling engineering, and earned value management systems.
• Basic understanding of cost/schedule risk analysis in relation to risk management programs, contingency development, and analysis.
• Strong verbal and written communication skills, capable of presenting information effectively to colleagues and management.
• Proficient in Primavera P6.
• Intermediate knowledge of MS Office (Excel, Word, Access, PowerPoint, etc.).
• Familiarity with PowerBi and SAP software is advantageous.
• Basic to Intermediate knowledge of VBA/Macros, SQL, and Oracle language is a plus.
• Basic to Intermediate knowledge of statistical analysis, including sampling, distributions, probability, regression, and hypothesis testing.
• Strong work ethic with excellent interpersonal, organizational, and leadership skills.
• Results-oriented, capable of managing multiple priorities and working independently or as part of a team.
• Experience with standard office computer software.
Cost Engineering Specific:
• AACEI Certified Cost Technician (CCT) or Certified Cost Professional (CCP) certification is a plus.
• 5-10 years of project controls/cost engineering experience in the Oil, Gas, and Chemical market.
• Knowledge of financial reporting systems and controller account codes and functions.
Planning and Scheduling Specific:
• AACEI Certified Scheduling Technician (CST) or Planning and Scheduling Professional (PSP) and/or Earned Value Professional (EVP) certification is a plus.
• 5-10 years of planning, scheduling, and earned value experience in the Oil, Gas, and Chemical market.
• Knowledge of planning, scheduling, and earned value systems.
• Intermediate knowledge of CPM and Primavera 6.0 or higher software.
• Knowledge of financial reporting systems and controller account codes and functions.
