Join a world-class team at CAES, driving business success and project execution. This prominent role is situated within the Program Management Office (PMO) at CAES Defense Systems Division. The Senior Program Management Leader will support the Defense Systems sector on critical programs interfacing with our Prime Contract clients. Responsibilities encompass all phases of the program lifecycle with major customers, overseeing internal engineering and manufacturing strategies, reporting on development and production orders, and ensuring timely fulfillment of contractual obligations.

Key Responsibilities:
Proposal Management:

  • Oversee the initiation, coordination, review, approval, and timely submission of program proposals.
  • Analyze Requests for Proposal (RFP) including technical, scheduling, cost, and contractual requirements; collaborate with various departments for proposal inputs.
  • Review Basis of Estimates (BOEs) for labor and materials, preparing BOEs for Program Management to support proposal development.
  • Engage in contract negotiations with internal contract administration and clients; maintain close communication with customer representatives.

Program Management:

  • Lead the development and upkeep of program plans and budgets addressing technical, financial, and scheduling aspects.
  • Determine necessary fund allocations for approved work and adjust as conditions change.
  • Monitor and manage orders, revenue, profit, and cash flow to ensure programs meet financial commitments.
  • Review estimates for materials, equipment, labor costs, and ODC requirements to ensure thoroughness and accuracy.
  • Establish and maintain a management control system to provide visibility on all program performance phases.
  • Define and communicate the scope of work under contracts, monitoring activities to ensure compliance with funding limits.
  • Initiate corrective actions when actual performance diverges from established program plans.
  • Ensure adherence to Government, Company, customer, and industry specifications and regulations.
  • Identify follow-on program opportunities and recommend appropriate actions in plans and strategies.
  • Manage risks and opportunities throughout the program lifecycle.

Communication:

  • Establish and maintain a professional image and relationships within the associated professions, customer communities, and the Company.
  • Act as the primary representative in dealings with customers and related contractors regarding program matters.
  • Ensure timely and coordinated responses to all inquiries related to assigned programs.
  • Build strong business relationships with customers to foster trust, manage expectations, and identify follow-on business opportunities.
  • Communicate program progress and deviations to leadership and relevant functional departments; recommend and implement corrective actions as necessary.
  • Ensure accurate maintenance of contract and proposal documentation.

Qualifications:
Minimum Requirements:

  • Bachelor's degree in a business or technical discipline.
  • At least eight (8) years of program management experience in the electronics/communications sector, particularly supporting U.S. DOD or foreign military governments.
  • Eligibility for access to technology, materials, software, or hardware controlled by U.S. export laws.
  • Ability to obtain and maintain a security clearance.

Preferred Qualifications:

  • Bachelor's Degree with eleven (11) years of experience in a technical, business, or financial discipline, including professional courses in contract administration.
  • Experience in the aerospace and/or defense industries.
  • Background in Technology Development Programs, manufacturing technical products, and/or RF/Microwave Products.
  • PMP Certification.
  • Experience managing programs with moderate risk and complexity or serving as deputy for large complex programs.
