Job Summary:

The Senior Business Analyst will leverage extensive expertise in information technology to support project managers on intricate projects by driving business process enhancements through systematic investigation, analysis, and documentation of business functions and processes pertinent to the Supervision & Regulation sector. This role is accountable for managing the requirements development lifecycle, which includes the elicitation, analysis, specification, and validation of various levels of requirements (business, stakeholder, solution) while facilitating ongoing requirements management. Additionally, this position is responsible for crafting clear and actionable specifications, including acceptance criteria, to prepare for sign-off, development, and testing of solutions. The Senior Business Analyst is expected to operate autonomously to deliver and manage requirements within established timelines, budgets, and scopes, demonstrating self-motivation and initiative.


Key Responsibilities:

  • Engage in complex, high-stakes, and highly visible projects.
  • Collaborate with program and project managers to assess cross-project requirements to eliminate redundancy.
  • Establish a foundation for complex project initiatives by capturing the business context, including the problem, current state, desired future state, objectives, business needs, and affected user groups.
  • Develop comprehensive requirements (business, user, process, and software requirements - both functional and non-functional) and ensure traceability to the overarching business vision.
  • Oversee requirements throughout the project lifecycle by maintaining agreements between stakeholders and the project team.
  • Facilitate effective communication by liaising with users (business domain), project team members, and technical personnel (technical domain).
  • Ensure requirements are articulated in a manner that is suitable for the intended audience, ensuring clarity, precision, and feasibility for implementation and testing.
  • Navigate ambiguity within the project team, IT staff, and business sponsors, establishing structure to requirements to efficiently define detailed requirements.
  • Work with project managers and business stakeholders to define requirements stakeholders, conflict resolution processes, and team structure.
  • Possess an understanding of various complex project management methodologies/software development approaches and delineate appropriate deliverables through project phases (planning, analysis, specification, and validation).
  • Demonstrate proficiency in facilitating requirement meetings, with experience leading sessions of 10 to 20 participants to define scope and requirements throughout the project lifecycle.
  • Ensure adherence to change control and management procedures within the project team as they pertain to requirements.
  • Analyze and document the business case and project scope.
  • Maintain high standards of business analysis quality through the effective application of approved processes, best practices, methodologies, and deliverables.
  • Mentor junior staff in business analysis methodologies, techniques, and best practices.
  • Stay informed of industry trends through continuous learning via trade publications and seminars.

Qualifications:

  • Proven experience in conducting thorough research and analysis.
  • Solid background in facilitating, gathering, and documenting requirements while collaborating with project developers.
  • Strong expertise in writing Use Cases.
  • Familiarity with MS SharePoint 2010 or 2013 is advantageous.
  • Experience with system development life cycle methodologies for application development is essential.
  • Knowledge of the Business Analysis Body of Knowledge (BABoK) is required.
  • Certification as a Business Analysis Professional (CBAP) or PMI-PBA credential is preferred.

Education and Experience:

  • A bachelor's degree in information technology, engineering, or Management Information Systems (MIS) or equivalent significant experience in IT and business analysis.
  • A minimum of 5 years of experience in an IT environment, with 3 to 5 years specifically in business analysis or process improvement.

Additional Requirements:

  • Applicants must provide work authorization to demonstrate eligibility to work in the United States.
  • Some travel may be required, up to 25%.
