The Position

The primary objective of this role is to manage, coordinate, and deliver professional civil engineering design and project oversight, while also establishing engineering standards and conducting infrastructure assessments for the City of Albany.
Key Responsibilities

1. Supervise and evaluate assigned personnel, addressing employee concerns, directing tasks, providing guidance, and contributing to hiring and disciplinary processes.

2. Oversee daily operations of the division, either directly or through subordinate supervisors; allocate projects and set timelines.

3. Collaborate with the Engineering Director and city officials on project development, scheduling, and infrastructure matters; engage with the Director on personnel changes, program goals, budget justifications, and other division-related activities.

4. Provide technical assistance to the City Manager, City Commission, and Albany residents; prepare documentation and presentations for the City Commission.

5. Assess project viability; analyze infrastructure data to determine both short-term and long-term objectives.

6. Identify funding opportunities for city development and infrastructure initiatives; manage and oversee federally, state-funded, and grant-funded projects, ensuring financial accountability and compliance with funding terms.

7. Coordinate engineering efforts with federal and state agencies to guarantee environmental compliance; mediate and resolve related disputes.

8. Review and inspect development projects for adherence to city codes and regulations concerning trees, electricity, sewage, subdivision regulations, and flood plains.

9. Validate design calculations and conduct field surveys and site inspections of public works projects such as roads, sewer systems, and storm drainage to assess and prevent community issues.

10. Collaborate with local utility companies, railroads, and related entities to issue permits for construction and excavation within city right-of-ways.

11. Act as the engineering liaison with the U.S. Army Corps of Engineers and DOT for flood recovery and special studies; establish flood elevations in unnumbered A-Zones of FEMA flood maps.

12. Develop and manage the division budget; recommend equipment upgrades or replacements; monitor project costs and ensure fiscal compliance; prepare monthly budget summaries and authorize daily expenditures.

13. Review and approve design and contract documents prepared by team members; address errors and suggest corrective actions; provide technical support as needed.

14. Maintain comprehensive records and administrative files; prepare applications for DOT permits; create technical specifications and project management documentation.

15. Consult with vendors, contractors, engineers, architects, city officials, utility companies, and the public to negotiate contracts and coordinate activities.

16. Attend and lead meetings of special panels, boards, and committees; conduct departmental staff meetings in the absence of the Director; facilitate training sessions as required; represent the department at public engagements.

17. Address inquiries, complaints, and requests for information from the public, elected officials, and other stakeholders; educate citizens on city projects and regulations.

18. Communicate effectively with the Planning Board, city officials, supervisors, and other stakeholders to coordinate work activities and resolve issues.

19. Prepare and update various reports, charts, specifications, schedules, proposals, and related documents; ensure proper filing and distribution.

20. Utilize computer software for data entry, retrieval, and modification; operate general office equipment as necessary.

21. Stay informed of applicable laws, codes, ordinances, and advancements in the civil engineering field; participate in professional development opportunities.

Minimum Qualifications

Bachelor's degree in Civil Engineering or a related field is preferred; three (3) years of progressively responsible managerial experience in building construction or civil engineering; or any equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position. A valid Georgia driver's license is required.
