Job Overview

Arch Systems is in search of a seasoned and proficient Senior Technical Program Coordinator to spearhead the Marketplace Learning Management System (MLMS) initiative for the Centers for Medicare and Medicaid Services (CMS). This role is pivotal in managing, supervising, and executing the MLMS project, ensuring the effective delivery of educational services for Agents, Brokers, Assisters, and various user groups involved in the Federally Facilitated Exchange (FFE).

Core Responsibilities:

  • Project Oversight:
    • Exhibit exceptional project management capabilities while overseeing all facets of the MLMS initiative.
    • Formulate and uphold project timelines, plans, and financial budgets.
    • Guarantee that project outputs adhere to quality benchmarks and are finalized punctually.
    • Identify and manage project risks, challenges, and modifications, applying mitigation strategies as necessary.
  • Leadership:
    • Guide a diverse team, including Learning Architects, Information Security Officers, Cloud Architects, Technical Architects, and communication subject matter experts.
    • Encourage a cooperative atmosphere and ensure effective dialogue among team members and stakeholders.
    • Offer mentorship and support to team members, fostering professional growth and excellence.
  • Stakeholder Engagement:
    • Act as the primary liaison for CMS and other stakeholders.
    • Conduct regular meetings and communications with CMS to review project status, challenges, and deliverables.
    • Ensure that client needs and expectations are thoroughly understood and addressed.
  • Technical Management:
    • Supervise the technical deployment and upkeep of the MLMS service, including online registration, training, and assessment functionalities.
    • Ensure adherence to CMS IT policies, including AWS environment management and security measures.
    • Collaborate with Cornerstone on Demand (CSOD) for annual licensing and integration.
  • Service Desk Operations:
    • Oversee service desk functions, ensuring prompt and precise responses to user inquiries and issues.
    • Manage the implementation and maintenance of automated responses and chatbots to enhance service desk productivity.
    • Ensure service desk operations comply with established Service Level Agreements (SLAs).
  • Data Management and Analysis:
    • Guarantee the secure collection, maintenance, and sharing of data related to registration, training, and assessment.
    • Provide CMS with the capability to generate customized data reports and maintain a user metrics dashboard.
    • Support data validation processes for Agents, Brokers, CACs, EAPs, and Navigators via APIs.
  • Continuous Enhancement:
    • Identify opportunities for process automation and improvements to enhance data collection, analytics, and reporting.
    • Implement feedback mechanisms to gather input from users and stakeholders for ongoing enhancements.
    • Maintain and upgrade the MLMS system to support collaborative learning and communication resources.

Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, or a related discipline.
  • A minimum of 5 years of experience in project management, particularly in technical projects.
  • Demonstrated experience managing large-scale IT initiatives, preferably in a federal government context.
  • Strong familiarity with Learning Management Systems (LMS), particularly Cornerstone on Demand (CSOD).
  • Proven ability to manage LMS integrations, content management, and user support.
  • Solid understanding of AWS cloud environments and CSOD Learning Management System.
  • Excellent leadership, communication, and interpersonal skills.
  • Capability to manage multiple priorities and perform effectively under pressure.
  • PMP certification or equivalent is preferred.
  • Experience with Human-Centered Design (HCD) and Scaled Agile Framework (SAFe) is advantageous.
