Job Overview:

Compensation Range: $80/hr - $85/hr

Key Responsibilities:
  • Directs the technical initiatives and all broadband infrastructure endeavors to ensure compliance with engineering, financial, planning, and operational standards.
  • Innovates new technical initiatives to align with the strategic vision of Broadband & Digital Equity.
  • Collaborates with municipal engineering and operations leadership to formulate business cases that deliver equitable broadband solutions to stakeholders, clients, and residents.
  • Supervises the technical team, including project managers and network engineers.
  • Conducts analysis of intricate issues requiring a profound understanding of the wireless and fiber transport sectors.
  • Engages with industry partners to promote sustainable and affordable solutions for local residents and businesses.
  • Works with other municipalities to explore their approaches to addressing digital equity and competitive broadband services.
  • Provides recommendations for broadband network solutions aimed at bridging the digital divide and ensuring technical projects contribute to universal broadband access.
  • Develops evaluation methodologies to assess program strengths and pinpoint areas for enhancement.
  • Formulates program budgets and operational plans for technical initiatives in collaboration with fiscal and contracts teams.
  • Identifies available resources within the city and leverages them to foster digital equity and competition.
  • Implements and oversees changes and interventions to ensure project objectives are met.
  • Assesses program risks and devises risk mitigation strategies; generates accurate and timely reports on program status throughout its lifecycle.
  • Creates strategies with key team members, including communications, marketing, and community engagement for Broadband & Digital Equity initiatives.
  • Engages with stakeholders to address inquiries and provide clarity on project-related issues and decisions.

  • Proficient communication skills with colleagues, staff, and external agencies.
  • Ability to manage multiple tasks in a dynamic environment, with a passion for developing innovative programs and overcoming challenges.
  • Expertise in troubleshooting and investigating complex network and security system issues.
  • Skill in coordinating the resolution of system challenges by collaborating with users, managers, and vendors to identify solutions.
  • Capability to offer expert guidance on network and security systems lifecycle, including upgrades and potential infrastructure replacements.
  • Proficient in interpreting network and security administration regulations and advising on the acquisition and specification of new technologies.
  • Competence in monitoring usage and performance of responsible environments.
  • Strong knowledge of performance evaluation and change management principles.
  • Self-motivated with the ability to educate and influence others.
  • Highly driven, energetic, and adaptable.
  • Proficient in Microsoft Office Suite, including Word, Outlook, PowerPoint, and Excel.
  • Ability to cultivate and manage relationships with stakeholders.
Minimum Education and Experience Requirements:
  • Bachelor’s degree in a relevant field.
  • A minimum of three years of related experience, including technical program management, stakeholder engagement, and performance evaluation.
  • Previous experience in government settings is preferred but not mandatory.
  • Equivalencies: An equivalent combination of education and experience may be considered.
