Position Overview:

The Hydrological Resources Team is dedicated to ensuring the long-term sustainability and operational efficiency of water supply systems. This role encompasses a variety of responsibilities including strategic planning, stakeholder engagement, resource management, and the development of new water supply initiatives. The Hydrological Resources Specialist will oversee project planning, coordinate the creation and review of essential planning documents such as Urban Water Management Plans, Annual Water Supply & Demand Assessments, and Regional Reliability Studies. This position plays a crucial role in supporting the implementation of water management regulations and in fostering relationships with both internal and external stakeholders.

Key Responsibilities:

  • Develop and lead comprehensive studies on water supply and operational reliability, including Urban Water Management Plans and Annual Water Supply & Demand Assessments.
  • Advocate for the organization’s interests in regional supply planning and collaborative water resource projects.
  • Conduct in-depth analyses of factors influencing water supply reliability, including climate impacts and demand forecasting.
  • Prepare and monitor annual water delivery schedules and manage water rights documentation.
  • Maintain a detailed database of water production metrics and ensure compliance with reporting requirements to regulatory agencies.
  • Facilitate special studies to explore innovative water sourcing options, including recycled water and desalination.
  • Assist management in negotiating supply agreements and drafting initial contract documents.
  • Analyze land use impacts and prepare forecasts for population growth and water demand.
  • Cultivate and maintain relationships with water suppliers, stakeholders, and regulatory bodies.
  • Organize and lead meetings with stakeholders to identify challenges and propose solutions.
  • Present findings and recommendations to diverse audiences in both formal and informal settings.
  • Review and authorize capital funding projects and assist in the annual capital budget preparation.
  • Engage in regulatory proceedings and contribute to rate case filings.
  • Prepare comprehensive project justification documents for water system optimization initiatives.
  • Analyze project cost and schedule trends.
  • Manage communications with contractors and consultants throughout project lifecycles.
  • Perform additional duties as assigned.

Qualifications:

  • Bachelor’s degree in Resource Management, Civil Engineering, Geography, Natural Sciences, or a related field.
  • Experience in water resource management and planning is preferred.
  • Familiarity with water and wastewater systems is advantageous.
  • A minimum of two years of relevant engineering experience is desirable.
  • Advanced degrees or certifications in relevant fields are a plus.
  • Professional certifications such as EIT or PE are preferred.
  • Project management certification is beneficial.
  • Proven experience collaborating with consultants and contractors.
  • Strong verbal and written communication skills.
  • Proficiency in engineering calculations related to water supply and demand.
  • Ability to produce clear reports and documentation.
  • Competence in presenting information effectively to various audiences.
  • Strong interpersonal skills to foster productive working relationships.
  • Ability to lead meetings and engage with external agencies.
  • Proficient in Microsoft Office Suite.
  • Valid driver's license is required.
