Position Overview
The National Association of Independent Colleges and Universities (NAICU) is in search of a Legislative Affairs Assistant.
About the Role
The Legislative Affairs Assistant will report directly to the Vice President of Legislative Affairs.
This role is classified as Full-Time Exempt.

The standard work schedule for NAICU personnel is seven and one-half hours per day (37.5 hours weekly). Staff members, with approval from their supervisors, may choose the office hours that best align with their roles and responsibilities; typically, the workday begins at 9:00 a.m. and concludes at 5:30 p.m.


NAICU operates in a hybrid work environment. Most employees who travel to the office do so two days a week.

There is a mandatory in-office presence required on Tuesdays and Wednesdays, with expectations for in-person availability on Mondays, Thursdays, and Fridays.

The hybrid model may be subject to modifications.
Occasional evening and weekend work, as well as travel, may be necessary, particularly during membership meetings and to support NAICU initiatives.

Key Responsibilities
The Legislative Affairs Assistant collaborates with the Legislative Affairs team to coordinate departmental activities.
This position serves as a vital communication link among department staff and provides project management assistance, coordinates materials, and oversees logistics for member programs, meetings, webinars, and special events.
Additionally, the assistant supports NAICU's Legislative Affairs staff by attending congressional hearings, agency briefings, policy seminars, and other relevant events, with responsibilities including reporting on these occurrences to the Legislative Affairs team.

Administrative support will be provided to the Vice President of Legislative Affairs and other team members, maintaining records of official communications within the department.


The assistant will manage lobbying, expense, travel, and leave reports for the department.

Responsibilities also include organizing Legislative Affairs membership meetings (both virtual and in-person) and assisting with the NAICU Annual Meeting, which encompasses drafting speaker invitations, confirmations, organizing background materials, and coordinating preparatory calls; managing Advocacy Day resources; staffing the registration desk and the Advocacy Day off-site location; and assisting with the congressional reception.


Support will be extended for programs and events involving NAICU state executives and the NAICU Secretariat, which may include site selection and logistics management.

In addition, the assistant will aid in organizing Congressional Independent College Caucus events, which involves securing venues on Capitol Hill, catering, logistics, setup, and staffing the event.


Support for Legislative Affairs staff on policy and advocacy initiatives will be provided as necessary.
Drafting correspondence to Congress, the Administration, and association members will also be part of the role.

The assistant will act as the primary contact for daily staff schedules and communications.


Moreover, the assistant will serve as a key liaison across NAICU departments, collaborating with colleagues to facilitate communication regarding policy committees, events, programming, and member engagement on significant policy and regulatory matters.

Collaboration with the Executive Assistant to the President will focus on identifying opportunities for cross-departmental efficiency and priority-setting.


Communication and coordination of Legislative Affairs/organizational priorities (including calendars of key events and production schedules) will be essential.

The assistant will represent the Legislative Affairs Department in the association's Tech Committee, articulating and addressing the needs of the Legislative Affairs department.

NAICU's membership encompasses a diverse array of private, nonprofit higher education institutions, including major research universities, faith-based colleges, Historically Black Colleges and Universities, Hispanic-Serving Institutions, and other Minority-Serving Institutions, as well as art and design colleges, conservatories of music, traditional liberal arts and science institutions, women's colleges, work colleges, and various professional schools.

NAICU plays a crucial role in shaping higher education policy and assisting its members with issues at the intersection of institutional interests and federal government interactions.


Advocacy Model
Private, nonprofit colleges and universities are present in 395 congressional districts and significantly contribute to the educational and economic vitality of those areas.

NAICU members are active in their communities and are encouraged to keep their elected representatives informed of their activities.

NAICU provides member presidents with timely information on legislative and administrative proposals that may impact their campuses, urging them to express their support or concerns regarding these policies.

NAICU's policy mission is centered on four main objectives:

  • Ensuring student aid programs remain accessible to all Americans seeking higher education.
  • Promoting tax policies that facilitate families in saving for and financing college, while enabling private colleges to fulfill their unique missions.
  • Advocating for appropriate regulation of private, nonprofit colleges and universities that respects their diversity and independence while addressing societal needs.
  • Seeking institutional support for the sector when deemed appropriate.

To achieve these goals, NAICU engages with policymakers, advocates for its member institutions, provides analysis and guidance on legislative and regulatory developments, devises collective strategies among key stakeholders, and keeps members informed and engaged throughout the policy process.


Qualifications and Skills
The ideal candidate will possess:
  • A bachelor's degree and at least one year of administrative experience, preferably with some exposure to Capitol Hill, either as an employee or intern.
  • Experience in a membership association or similar environment representing constituencies.
  • Strong organizational skills with the ability to independently manage detailed administrative tasks, along with excellent writing and communication abilities.
  • A collaborative work style in a diverse, team-oriented setting, effective interpersonal communication skills, and adaptability to changing organizational and member needs.
  • A passion for enhancing access to higher education for students from all income levels and a belief in the transformative potential of American higher education.
  • Interest in public policy and advocacy, with a desire to develop new skills.
  • Proficiency in Office 365 (Microsoft Teams, Word, Excel, PowerPoint, Outlook, OneDrive), Zoom, SharePoint, or similar tools is required. Familiarity with emerging applications of Artificial Intelligence in the workplace is advantageous. Knowledge of Congress Plus, Protech, or other advocacy or membership software is a plus.
