The Director of the Office of Policy and Legislation (OPL) is responsible for overseeing a team of legal professionals, policy experts, and data analysts who conduct comprehensive research and evaluation on legal, policy, and legislative matters as directed by senior leadership within the Division and Department.
Key Responsibilities:
1. **Team Management:** Lead a diverse team that monitors and assesses crime, prosecution, sentencing, and various data at multiple levels, ensuring that senior management is well-informed about trends and emerging issues.
2. **Liaison Role:** Act as the primary contact for collaboration with other Department components, federal agencies, and state and local law enforcement bodies to conduct joint studies on criminal justice topics.
3. **Operational Development:** Create and enforce operational protocols to enhance legislative processes, including the management of feedback and tracking tools for legislative reviews.
4. **Oversight of GAO Matters:** Supervise the examination and response to all Government Accountability Office (GAO) inquiries that require OPL's input.
5. **Legislative Review Coordination:** Manage the evaluation of all legislative documents, including draft testimonies and proposed legislation, on behalf of the Division.
6. **Proactive Legislative Agenda:** Establish and uphold a forward-thinking legislative agenda to equip the Division and its law enforcement partners with essential legal resources.
7. **Advocacy for Legislative Matters:** Engage in both proactive and reactive legislative efforts, promoting laws aimed at combating violent crime, drug trafficking, white-collar crime, cybercrime, and other critical Department priorities.
Qualifications:
To be considered for this role, candidates must possess a Juris Doctor (J.D.) or equivalent degree, be licensed to practice law in any U.S. jurisdiction, and have a minimum of five years of post-J.D. experience. A strong background in management and supervision is essential.
Professional Competencies:
- Proven experience in providing analytical support for legislative and policy initiatives related to criminal justice.
- Familiarity with federal criminal law and the U.S. criminal justice system, including guidelines from the U.S. Sentencing Commission.
- Ability to foster productive relationships with public officials and members of Congress.
