Position Overview:

The Executive Command Officer operates under the general oversight of the ESB Major to achieve the strategic objectives of the division. This role entails providing leadership as a high-ranking law enforcement officer, identifying and monitoring both long-term and short-term goals, and managing administrative and subordinate personnel. The officer is responsible for evaluating and analyzing issues, recommending and implementing effective solutions, and overseeing both bureau and individual performance metrics. Additionally, the role includes creating detailed management reports and presentations.

Key Responsibilities:

  • Directs the implementation and ongoing support of the Arizona Management System within the bureau.
  • Conducts comprehensive risk assessments on all division assets with critical shelf life, prioritizing these assets in alignment with the division's strategic vision.
  • Designs and oversees a Division Asset Management Program, which encompasses all inventory items, and coordinates budgetary needs for the statewide replacement of fixed and mobile assets.
  • Evaluates the effects of legislative and judicial actions on division operations, recommending and supervising policy reviews to ensure compliance with accredited law enforcement standards and applicable laws.
  • Fosters partnerships with various workgroups, divisions, and agency officials, leading initiatives that further the division's mission. Engages with internal policy-makers and the public, delivering presentations and addressing inquiries and concerns.

Essential Knowledge, Skills, and Abilities:

  • In-depth understanding of police service management principles, including strategic planning and resource allocation.
  • Comprehensive knowledge of law enforcement command structures, criminal codes, and legal procedures.
  • Proficient in performance measurement techniques and effective employee supervision practices.
  • Ability to communicate complex plans and strategies to diverse audiences.
  • Expertise in analyzing data to inform decision-making and develop actionable recommendations.

Preferred Qualifications:

The ideal candidate will possess:

  • A minimum of two years of experience in a command-level position within a law enforcement agency.
  • Graduation from a recognized law enforcement leadership program.
  • Capability to obtain and maintain necessary security clearances.

Pre-Employment Requirements:

This position mandates a valid Arizona Class D Driver License and the ability to obtain specific certifications within a designated timeframe.
