Job Overview

POSITION SUMMARY

The Property Accountant plays a crucial role in managing the daily financial operations of a designated portfolio of properties. This position supports the Property Accounting Manager in ensuring that property managers adhere to their financial plans, secure necessary approvals for budget modifications, and maintain accurate financial statements and internal controls.

Key Responsibilities

  • Oversee the accounting processes for a portfolio of properties, including the month-end close of the general ledger and the preparation of supporting documentation. This portfolio encompasses Public Housing and RAD properties.
  • Examine the balance sheet and income statement to confirm that all transactions are recorded accurately and promptly. Analyze account balance fluctuations and identify underlying factors.
  • Maintain and revise individual property workbooks for management review.
  • Review and authorize payables, ensuring correct GL coding and descriptions.
  • Generate reports comparing budgeted figures to actual performance.
  • Ensure adherence to internal control protocols.
  • Collaborate with the Property Manager on various financial matters related to the operations of properties.
  • Conduct monthly financial analyses and assist the Manager with forecasting and budget assessments.
  • Perform reconciliations for various accounts.
  • Manage the account receivable roll-forward and reconciliation for monthly rent billings, cash postings to accounts receivable, rental income, and cash receipts as recorded by the bank.
  • Handle transfers related to the Public Housing Program's Family Self-Sufficiency program financial activities and utility allowance payments.
  • Assist the Manager in addressing audit findings and developing related action plans.
  • Support the Manager with any Rental Assistance Demonstration (RAD) conversions and comprehend the program's requirements.
  • Other responsibilities as assigned.

ADDITIONAL DUTIES AND RESPONSIBILITIES

  • Adhere to all relevant local, state, and federal regulations applicable to the job. Possess knowledge of national, state, and local regulations, statutes, policies, and procedures concerning Low-Income Housing or other housing types as determined by the department.
  • Meet or exceed relevant job-related HUD performance standards, particularly PHAS.
  • Prioritize safety in all job functions and comply with all Housing Authority safety protocols, as well as local, state, and federal safety laws and regulations.
  • Perform other duties as assigned.

EDUCATION, EXPERIENCE, AND CERTIFICATION

  • A Bachelor’s degree (BA) or equivalent in a relevant field such as accounting, finance, economics, or public policy from an accredited four-year institution.
  • A minimum of 2 years of related accounting and property management experience in public housing is required.
  • At least 2 years of experience with YARDI property accounting is essential.
