Position Overview

Hourly Rate: $41.74

The City of Morro Bay is inviting applications for the role of Construction Compliance Officer.

Key Responsibilities:

  • Conduct inspections on residential and commercial projects at various construction phases to ensure adherence to relevant codes, regulations, and plans; authorize work progress and mandate corrective measures when necessary.
  • Perform inspection duties across various specialties, including electrical, plumbing, and mechanical systems; evaluate elements such as foundations, walls, roofs, electrical and gas lines, plumbing infrastructures, and swimming facilities.
  • Examine building plans and specifications for completeness and compliance with applicable codes; participate in pre-construction inspections at job sites to ensure regulatory adherence.
  • Provide technical guidance and answer inquiries from contractors, developers, architects, engineers, homeowners, and the public regarding the inspection process and code requirements.
  • Draft and issue correspondence including stop work orders and correction notices based on field inspections; compile reports detailing inspections and completed work.
  • Maintain records of inspections and update statuses; input data into the permit database and process applications.
  • Research building, plumbing, mechanical, and electrical codes and other resources as needed to support inspection responsibilities; attend training sessions to maintain certifications and stay informed on current code standards.
  • Keep up-to-date with construction methods, materials, and requirements.
  • Receive and document complaints regarding potential code violations; record inspections, actions taken, and administrative remedies.
  • Collaborate with homeowners, property owners, tenants, businesses, and community organizations to enhance neighborhood quality through public relations, community engagement, and educational code enforcement initiatives.
  • Investigate complaints and prepare notices, letters, and administrative citations to encourage voluntary compliance from residents, property owners, and business operators.
  • Interpret ordinances, policies, procedures, and concepts related to code enforcement.
  • Coordinate enforcement actions with other departments and jurisdictions.
  • Prepare case documentation and present evidence at appeal hearings and other legal proceedings.
  • Perform related duties as required.

Qualifications:

Any combination of education and experience that demonstrates the ability to effectively perform the duties of this position is considered qualifying.

Education and Experience: Completion of the twelfth grade, supplemented by specialized training in code enforcement, building inspection, or a related field. A minimum of two years of experience in construction trades, enforcement of construction regulations, or a related field is required. Must possess, or be able to obtain, a valid California driver's license. Certification as a Property and Housing Inspector from the International Code Council or the ability to obtain it within 12 months of hire. Certification as a Zoning Inspector from the International Code Council or the ability to obtain it within 12 months of hire. Certification as a Residential Building Inspector from the International Code Council within twelve (12) months of employment or entry into the position, and Residential Combination Inspector within twenty-four (24) months of employment or entry into the position.
