Job Overview

The City of Dover is seeking a dedicated Utility Systems IT Technician to oversee the programming and upkeep of our utility systems' programmable logic controllers (PLCs). This role is crucial for providing technical support for public utilities management, specifically focusing on Supervisory Control And Data Acquisition (SCADA) systems.

SCADA systems encompass various infrastructures, including water, stormwater, sewer, wastewater, traffic light, and street light management. The ideal candidate will possess expertise in common SCADA applications, client operating systems, mobile devices, and foundational networking knowledge.

This is a full-time position, requiring 40 hours per week, with an hourly pay range of $25.45 to $36.85.


Key Responsibilities:
  • Diagnose, maintain, and document all municipal Programmable Logic Controllers (PLCs), supporting ladder logic and function-block programming for control systems.
  • Collaborate with supervisors to ensure public utility (SCADA) systems are reliable, accurately represent current infrastructure status, and are safeguarded against cybersecurity threats.
  • Oversee SCADA applications that serve as the head-end monitoring and management system for utility system PLCs and field-deployed reporting devices.
  • Work with internal staff and external vendors on SCADA maintenance tasks, including master meter maintenance and traffic control systems.
  • Maintain an up-to-date inventory of utility systems and ensure that supporting documents are organized and accessible.
  • Facilitate the use of secure mobile technology to enhance fieldwork efficiency for utility systems staff.
  • Utilize Standard Operating Procedures (SOPs) to train staff on utility systems management and SCADA operations.
  • Monitor the health of SCADA communication systems and perform necessary maintenance.
  • Keep an accurate inventory of PLCs and essential components throughout the change management process.
  • Engage in continuous learning through conferences and training to stay updated on trends in public utility management.
  • Maintain confidentiality regarding municipal matters and provide guidance to colleagues as needed.
  • Perform additional related duties as required.

Qualifications:

Applicants should have a solid understanding of programmable logic controllers (PLCs) and experience with client and mobile device systems. Familiarity with leading infrastructure management systems and SCADA applications is preferred. Candidates should demonstrate the ability to work independently, prioritize tasks effectively, and maintain strong working relationships with colleagues and vendors.

A degree in Process Automation Control Systems or a related field is required, along with relevant experience in Industrial Process Control Systems or Industrial Electrical Power Systems. Certifications in Microsoft client operating systems and network technology are advantageous.
