Job Overview

The City of Dover is seeking a dedicated Utility Systems IT Technician to oversee the programming and upkeep of municipal utility systems' programmable logic controllers (PLCs). This role is pivotal in providing technical support for public utilities management, particularly within Supervisory Control And Data Acquisition (SCADA) systems. These systems encompass various infrastructure including water, stormwater, sewer, wastewater, traffic lights, and street lighting.

Key Responsibilities:

  • Conduct troubleshooting, maintenance, testing, and documentation of all municipal PLCs. Support programming for control systems and ensure calibration of monitoring equipment for accurate SCADA system representation.
  • Collaborate with supervisors to maintain high availability of public utility systems and safeguard against cybersecurity threats.
  • Oversee SCADA applications for monitoring and managing utility system PLCs, ensuring proper operation and maintaining alarm notification protocols.
  • Work with staff and vendors on SCADA maintenance tasks, including master meter maintenance, traffic control counts, and streetlight management.
  • Maintain an updated inventory of utility systems assets and ensure documentation is organized and accessible.
  • Facilitate the use of secure mobile technology for efficient fieldwork by operational and management staff.
  • Utilize Standard Operating Procedures (SOPs) to train staff on utility systems management and SCADA system usage.
  • Monitor the health of SCADA communication systems and manage maintenance tasks related to configuration and repairs.
  • Attend training and conferences to stay updated on trends in public utility management and related technologies.
  • Maintain confidentiality regarding municipal matters and assist colleagues as needed.

Qualifications:

Applicants should possess knowledge and experience with PLCs, client and mobile device systems, and SCADA applications. A background in public utility operations and strong troubleshooting skills are essential. Candidates must have an associate's degree in Process Automation Control Systems or a related field, along with relevant experience in Industrial Process Control Systems or Industrial Electrical Power Systems.
