Position Overview

The Georgia Education Savings Authority (GESA) is seeking a qualified Attorney to provide legal expertise and support. This role involves offering strategic legal advice to the executive management and staff, ensuring compliance with applicable laws and regulations. The Attorney will also serve as a key legal advisor to the Authority's Board, preparing necessary documentation and proceedings.

Key Responsibilities

- Formulate and draft regulatory frameworks for various programs.

- Negotiate and draft a variety of legal agreements.

- Collaborate with the leadership team on the implementation of the Promise Scholarship Program.

- Maintain a comprehensive understanding of relevant federal and state laws, court decisions, and regulations to ensure accurate interpretation and consistent application.

- Provide informed legal counsel on issues related to liability, litigation, contracts, and risk management.

- Address inquiries regarding legal interpretations, open records requests, and legislative reviews promptly.

- Apply legal knowledge to the Authority's operations and specific cases or disputes.

- Develop and implement legal processes to effectively meet the Authority's legal needs.

- Conduct thorough research to ensure policies are accurate and compliant with current laws and regulations.

- Monitor pending legislation at both state and federal levels, advising management on potential impacts to the Authority's objectives.

- Review contracting processes as needed.

- Draft legislation relevant to the Authority's operations as required.

Minimum Qualifications

- Juris Doctorate from an accredited institution and licensed to practice law in Georgia, with a minimum of four years of relevant legal experience. Equivalent combinations of education and experience may be considered.

- Experience in a legal or governmental context is preferred.

- Strong communication and presentation skills, with the ability to represent the Authority effectively in professional settings.

Preferred Qualifications

- Experience in areas such as Contract Negotiation, Education Law, Employment Law, Statutory Interpretation, and Open Records/Open Meetings Act. Previous experience within Georgia state government is advantageous.
