PRIMARY RESPONSIBILITIES: This role is integral to the Office of Planning Budget and Personnel, directly supporting the Director of Planning, Budget, and Personnel. The Financial Operations Analyst will provide assistance in managing all fiscal responsibilities of the Department. In the absence of the Account Clerk or Payroll Coordinator, the Analyst will take on their duties. The position necessitates a comprehensive understanding of the City’s payment, revenue processes, and procurement standards to ensure adherence to regulations and precision in reporting.

  • Support the establishment and monitoring of financial controls to track expenditures and revenues, including grants and capital funds.
  • Maintain detailed spreadsheets and conduct monthly reconciliations and analyses for both revenues and expenditures, utilizing PeopleSoft inquiries and reports at the division or unit level.
  • Assist in managing cash flow and revenue, including billing, collections, and processing third-party payments.
  • Investigate and rectify any discrepancies or errors related to revenue or expenditures.
  • Prepare projections for salaries and overtime.
  • Assist with grant applications, monitoring, reporting, and maintaining accurate records of grants.
  • Contribute to the preparation of departmental financial documents and schedules.
  • Compile financial reports and requests for appropriation and budget transfers.
  • Support the preparation of the Department’s operating and capital budget.
  • Review Capital and Grant roll forward schedules.
  • Assist with year-end closing activities, including grant reconciliations and revenue reporting.
  • Help resolve any inquiries related to accounting, finance, or systems.
  • Assist the Director with presentation materials.
  • Contribute to the development of the budget narrative and data tracking systems, including benchmarks and monthly reports.
  • Create internal documentation for fiscal and administrative processes, supporting the enhancement of departmental policies and procedures related to fiscal operations.
  • Assist in training staff on the use of the City’s financial systems.
  • Provide administrative support, including maintaining meeting minutes, agendas, and other documentation.
  • Assist the Director with customer inquiries, meeting coordination, special projects, and other assigned tasks.

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Accounting, Business, Finance, or a related field, or an equivalent combination of education and experience.
  • Proven experience in accounting or finance, preferably within a public-sector organization.
  • Highly organized and detail-oriented, capable of managing multiple tasks in both team settings and independently with minimal supervision.
  • Strong communication, organizational, analytical, and planning skills are essential.
  • Familiarity with computerized financial systems is required.
  • Knowledge of PeopleSoft Financials is advantageous. Proficiency in Microsoft Office Suite, especially MS Word and Excel, is necessary.
  • Experience handling confidential and sensitive information is a plus.
  • The City may require candidates to complete a computer skills proficiency test in Excel upon hire.

PHYSICAL REQUIREMENTS: Ability to access, input, and retrieve information from a computer using various software applications. Responsibilities may include answering phones and managing multiple files, with minimal lifting of up to 10 pounds.

WORK ENVIRONMENT: Typical office setting with air conditioning and fluorescent lighting. The noise level may be elevated due to phone calls and walk-ins.
