Financial Operations Analyst

KEY RESPONSIBILITIES: This role is integral to the Office of Planning Budget and Personnel, directly supporting the Director in managing the financial operations of the Department. The Financial Operations Analyst will be responsible for a variety of fiscal tasks and will step in for the Account Clerk or Payroll Coordinator as needed. A comprehensive understanding of the City's payment, revenue processes, and procurement regulations is essential to ensure compliance and accuracy in financial reporting.

  • Oversee and implement financial controls to track expenditures and revenues, including grants and capital funding.
  • Maintain detailed spreadsheets and conduct monthly reconciliations and analyses for both revenues and expenditures, utilizing PeopleSoft for inquiries and reports.
  • Manage cash flow and revenue processes, including billing, collections, and third-party payments.
  • Investigate and rectify any discrepancies in revenue or expenditure records.
  • Prepare projections for salaries and overtime.
  • Support the Department in grant applications, monitoring, reporting, and maintaining accurate records.
  • Assist in the creation of financial documents and schedules for departmental use.
  • Compile financial reports and requests for budget appropriations and transfers.
  • Contribute to the preparation of the Department's operating and capital budgets.
  • Review Capital and Grant roll forward schedules.
  • Assist with year-end closing processes, including grant reconciliations and revenue reporting.
  • Address any accounting, financial, or system inquiries that arise.
  • Help the Director prepare presentation materials.
  • Contribute to the development of budget narratives and data tracking systems, including benchmarks and monthly reports.
  • Create internal documentation for fiscal and administrative processes, aiding in the enhancement of departmental policies and procedures.
  • Facilitate staff training on the City's financial systems.
  • Provide administrative support, including maintaining meeting minutes, agendas, and related documentation.
  • Assist the Director with inquiries, meeting coordination, and special projects as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Accounting, Business, Finance, or a related field, or an equivalent combination of education and experience.
  • Proven experience in accounting or finance, preferably within a public-sector organization.
  • Highly organized and detail-oriented, capable of managing multiple tasks independently and collaboratively.
  • Strong communication, organizational, analytical, and planning skills are essential.
  • Familiarity with computerized financial systems is required.
  • Experience with PeopleSoft Financials is advantageous. Proficiency in Microsoft Office Suite, especially Word and Excel, is necessary.
  • Experience handling confidential information is a plus.
  • Candidates may be required to demonstrate proficiency in Excel as part of the hiring process.

PHYSICAL REQUIREMENTS: Ability to access and manage information on a computer using various software applications. May involve minimal lifting of up to 10 pounds.

WORK ENVIRONMENT: Standard office setting with air conditioning and fluorescent lighting. The environment may be noisy due to phone calls and foot traffic.
