Position Overview

The Senior Construction Supervisor is responsible for overseeing construction inspections to ensure compliance with design specifications and building regulations while generating detailed reports. This role involves reviewing shop drawings and submittals, providing recommendations for approval or disapproval to the Contracting Officer's Technical Representative (COTR), and notifying relevant parties of any identified safety hazards along with suggested corrective measures. The Supervisor will verify the completion of required corrections and actively participate in project meetings. It is essential that this role does not alter the project scope, cost, duration, or schedule, nor impose any obligations on the Government.

The Senior Construction Supervisor will manage project design and construction activities, including scheduling, funding, and daily oversight of project operations. This includes assessing and managing contractor performance and ensuring effective integration and coordination with field personnel. The Supervisor will evaluate, validate, and manage project change requests and provide official weekly status reports. Additionally, this role will involve preparing and disseminating project communications to customers, management, integrated project teams, and stakeholders.

Assistance will be provided to the Contracting Officer and COTR in acquisition planning, execution, and administration. The Supervisor will support pre-bid and pre-construction site visits and supply necessary documentation for invoice processing.

The role also includes preparing and monitoring project schedules and budgets, offering technical guidance on contracting and construction-related matters, directing design efforts, recommending construction documents for approval, and overseeing any follow-on maintenance programs. The objective is to optimize performance, cost, and schedule to ensure project goals are met efficiently.

Key Responsibilities

  • Conduct thorough construction inspections to ensure adherence to design specifications and building codes.
  • Review and assess shop drawings and submittals, providing informed recommendations.
  • Communicate any non-compliance issues and safety hazards to the appropriate parties.
  • Verify the completion of identified corrections and actions.
  • Participate in project meetings to discuss progress and challenges.
  • Manage and oversee project design and construction efforts, including funding and scheduling.
  • Evaluate and monitor contractor performance to ensure quality outcomes.
  • Coordinate with field personnel to integrate project activities effectively.
  • Prepare and distribute weekly project status reports to stakeholders.
  • Assist in the planning and execution of acquisition strategies.
  • Prepare and maintain project schedules and budgets, ensuring technical guidance is provided.
  • Conduct design reviews and ensure timely data input into project management tools.
  • Oversee the integration of various systems, including IT, security, and utilities.

Qualifications

  • Bachelor's degree in any field or equivalent experience in construction management.
  • Must possess a valid U.S. Driver's License and be able to obtain an International Driver's License.
  • Must have a valid U.S. Passport.
  • Experience in construction management with a minimum of five years in a similar role.
  • Familiarity with building codes and regulations, including ADA requirements.
  • Ability to operate project management software effectively.
  • Strong communication skills, both written and verbal, with the ability to brief senior officials.
  • Proven leadership and team management capabilities.

Work Environment
This position may require travel to various locations, including remote and austere environments. The role demands flexibility to work in varying weather conditions and the ability to manage multiple projects simultaneously.
