Our offerings include early childhood education, youth mentorship, employment services, housing assistance, and cultural events, extending our impact across various regions.

Department Overview:
The Community Programs department provides a holistic suite of services designed to eliminate barriers to equitable health, social, educational, housing, and economic outcomes. We cater to youth, adults, and seniors through various initiatives, including school-based support, food security, housing access, and financial literacy programs. Our culturally relevant and multilingual services are vital for residents in our communities.

Role Overview:
The Manager of Housing and Financial Services is responsible for overseeing the execution, planning, and reporting of programs related to Housing Access, Volunteer Income Tax Assistance (VITA), and Financial Capability. This role involves collaboration with staff, teams, and external partners to achieve contractual and organizational goals aimed at enhancing clients' economic mobility and housing stability. The Manager will also engage in advocacy efforts to prevent displacement and promote social and racial justice.

Key Responsibilities:
  • Ensure service quality and equitable impact for housing and financial programs, assisting staff with complex client situations and maintaining service coverage.
  • Participate in program planning, design, and evaluation; develop interventions and resources to enhance clients' housing stability and economic mobility.
  • Provide supportive supervision and training to staff, ensuring they possess the necessary skills and resources to assist clients effectively.
  • Collaborate with leadership both within and outside the Community Programs department, adapting to changing priorities and maintaining a solution-focused approach.
  • Monitor service data and contract deliverables, supporting the completion of reports and grant proposals.
  • Establish partnerships with relevant safety net services, overseeing resources and referrals to address clients' holistic needs.
  • Supervise the VITA program, including staff and interns, and develop outreach strategies for tax refund opportunities.
  • Manage the Salesforce data platform to ensure adherence to data collection protocols and contribute to program evaluation.
  • Uphold organizational and legal standards regarding client privacy and confidentiality.
  • Perform additional duties as assigned.
Qualifications:
  • Minimum of 2 years of experience in housing case management, advocacy, or tenant rights programs.
  • Bachelor's degree preferred, or equivalent experience of 4 years.
  • At least 1 year of supervisory experience in social service programs.
  • Cultural competence in working with immigrant communities and diverse populations.
  • Familiarity with housing and financial support programs in the East Bay region.
  • Experience with financial capability interventions is a plus.
  • Self-starter with the ability to manage outcomes, prioritize tasks, and foster a collaborative team environment.
  • Ability to work on-site three days a week, with occasional evening and weekend commitments required.
  • Strong leadership and interpersonal skills to effectively engage with staff and community partners.
  • Excellent verbal and written communication abilities.
Essential Functions:
  • Proficient in advanced computer skills, particularly with MS Office (Word, Excel, PowerPoint).
  • Regular operation of standard office equipment is required.
  • Ability to work on a computer for extended periods.
  • Frequent use of hands for operating office equipment is necessary.
