Position Overview

The Marine Operations Supervisor is responsible for overseeing, recruiting, training, and assessing marine staff. This role includes conducting inspections of tugboats, participating in SIRE evaluations, and performing navigation audits of Deck Officers through direct observation on board. The supervisor will also develop operational and cost management programs for vessels and assist in project development and customer interactions. Additionally, this position will involve scheduling personnel for vessel operations and generating weekly operational reports.

Key Responsibilities
  • Oversee the performance of Captains, Mates, and Deck Crews.
  • Ensure compliance with both State and Federal maritime regulations.
  • Enforce adherence to company policies among crew members.
  • Conduct thorough inspections of vessels to assess repair and maintenance standards.
  • Prepare vessels for SIRE readiness and assist in scheduling inspections.
  • Lead incident investigations and manage the company’s safety initiatives.
  • Ensure compliance with the safety program established by the company.
  • Respond promptly and effectively to operational challenges.
  • Facilitate recruitment, performance evaluations, and audits of marine personnel.
  • Develop and implement operational and cost control procedures for company vessels.
  • Inspect vessels to ensure adherence to maintenance standards.
  • Support new project initiatives and maintain ongoing customer relations.
  • Act as Captain of company vessels when directed by senior management.
  • Promote accident-free and spill-free operations.
  • Provide training and professional development for marine staff.
  • Monitor and maintain the safety records of vessels and crews.
  • Develop company operating procedures and ensure acceptance by regulatory bodies.
  • Participate in the company’s Spill Management team as assigned.
  • Perform additional duties as required.
Qualifications
  • Minimum of five (5) years of experience at sea as a Master on tugboats, tankers, or oil barges, or equivalent military experience.
  • A four-year degree in Maritime studies or a related field is preferred.
  • Possession of a valid US Coast Guard Master's license for offshore towboats (200T minimum) and a Master of Towing Endorsement is required.
  • Experience with ATB operations is highly desirable.
  • Knowledge of the tugboat and oil transportation industry is essential.
  • Familiarity with tank barge, ship, and terminal/refinery operations is necessary.
  • Understanding of tug and barge maintenance systems and equipment.
  • Completion of a 24-hour HAZWOPER training course (including Incident Command System) within six months of hire.
  • First Aid and CPR certification.
  • STCW Certification is required.
  • A valid State Driver's license is necessary.
  • Ability to collaborate effectively with office staff and vessel crew members.
  • Maintain confidentiality regarding sensitive communications.
  • Willingness to travel to various ports as needed.
  • Exhibit courtesy, tact, and good judgment in interactions.
  • Ability to comprehend and execute complex oral and written instructions.
  • Capable of working independently with minimal supervision.
  • Proficient in Microsoft Word, Excel, and Outlook.
Work Environment
  • Must be capable of making decisions and providing direction to ensure efficient service delivery.
  • Physical fitness is required to board vessels at sea and in port.
  • Regularly required to board tugs, barges, and ships in all weather conditions and at all hours.
