Budget Planning Specialist

Job Summary: We are seeking a highly skilled Senior Budget Analyst to join our team at CAPPS, Inc. The ideal candidate will have a strong background in budget planning and analysis, with the ability to prepare and analyze complex financial data.
Key Responsibilities:
- Prepare and enter budget revision documents in the Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS).
- Complete daily reconciliation of assigned programs and appropriations.
- Assist with gathering data and entering data in reporting systems.
- Analyze expenditure patterns and provide management with recommendations.
- Perform monitoring, tracking and reporting of budgetary expenditures.
- Update the standard operating procedures.
- Prepare and may conduct budget briefs to provide management with expenditure data.
- May prepare request for state and federal funds.
- Attend work regularly and observe approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
- Perform other duties as assigned.
Requirements:
- Graduation from an accredited four-year college or university is required.
- Four years of experience in accounting, auditing, finance, budget preparation and analysis, or a related financial discipline is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
Preferred Qualifications:
- Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field is preferred.
- Experience preparing performance measurement reports and base reconciliations is preferred.
- Experience using the Automated Budget Evaluation System of Texas (ABEST) is preferred.
- Experience using USAS is preferred.
- Experience with FM Query is preferred.
- Experience using CAPPS is preferred.
Knowledge, Skills and Abilities:
- Knowledge of state and federal laws and regulations relevant to governmental budgeting and accounting.
- Knowledge of accounting and management principles and practices.
- Knowledge of USAS and ABEST.
- Knowledge of forecasting methodologies.
- Knowledge of automated accounting, budgeting and forecasting programs.
- Knowledge of performance measurement and reporting.
- Skill in communicating effectively both orally and in writing.
- Skill in preparing legislative appropriation requests and operating budgets.
- Skill in preparing and analyzing performance measure data.
- Skill in analyzing financial data.
- Ability to monitor and report on performance measurement.
- Ability to coordinate the gathering and analysis of data.
- Ability to determine appropriate use of funds.
- Ability to analyze financial records and reports.
- Ability to develop budgetary reports.
- Ability to analyze potential budget problems and to develop and present solutions to problems.
- Ability to supervise and train others.
- Ability to communicate effectively.
- Ability to establish effective working relationships with internal staff and customers.
Physical/Working Conditions:
Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
