Job Description:

Job Summary:

The Texas Department of Aging & Disability Services is seeking a highly skilled Disaster Finance Specialist to join our team in the Response and Recovery Unit of the Center for Health Emergency Preparedness and Response (CHEPR).

Key Responsibilities:

• Develop and manage budgets for disaster response and recovery efforts
• Track and analyze expenditures to ensure compliance with contract terms and regulations
• Prepare and review financial reports to inform decision-making
• Collaborate with the finance team to oversee disaster response related expenditures and complete emergency response reimbursement applications
• Design and implement tools to support tactical operating plans and procedures for the Statewide Medical Operations Center (SMOC)

Program Support:

• Assist with staffing plans and develop training related to the SMOC Finance Section
• Review and conduct needs assessments to determine requirements for purchasing goods or services
• Identify potential contracts and services necessary to improve disaster response
• Assist with management and reimbursement from agency contractors

Process Improvement:

• Contribute to After Action Review evaluations
• Revise policies, plans, and procedures to improve future response activities by integrating best practices and lessons learned

Knowledge, Skills, and Abilities:

• Strong knowledge of accounting, finance, auditing, and budgeting principles
• Familiarity with the National Incident Management Systems (NIMS) and National Response Framework
• Understanding of local, state, and federal laws and regulations relevant to Federal Emergency Management Agency (FEMA) programs
• Proficiency in software, systems, and communication tools such as WebEOC, Grants Portal, and Grants Management System
• Excellent analytical, problem-solving, and communication skills
• Ability to work effectively in a stressful environment and adapt to changing priorities

Working Conditions:

• Ability to telework 4 days per week
• Willingness to travel up to 20% of the time
• Ability to report onsite within two hours during public health response activations and work a 12–14-hour shift
