Budget Manager Job Description

Job Summary:

The Budget Manager is a senior-level position responsible for administering the daily operations and activities of the Office of Finance, Budget. This role involves establishing goals and objectives, developing guidelines, procedures, and policies, and coordinating and evaluating business function, division, or department activities.

Key Responsibilities:

  • Develop and implement budget plans, forecasts, and reports to ensure accurate financial management and compliance with state and federal regulations.
  • Supervise and manage a team of financial analysts and budget specialists to ensure timely and accurate completion of budget-related tasks.
  • Collaborate with department heads and other stakeholders to develop and implement budget policies and procedures.
  • Monitor and analyze financial data to identify trends, opportunities, and challenges, and make recommendations to improve financial management and budgeting processes.
  • Develop and maintain relationships with state and federal agencies, vendors, and other stakeholders to ensure compliance with regulatory requirements and to negotiate contracts and agreements.
  • Provide training and guidance to staff on budgeting and financial management best practices and procedures.
  • Stay up-to-date with changes in state and federal regulations, laws, and policies affecting budgeting and financial management.

Requirements:

  • Bachelor's degree in finance, business, accounting, or related field.
  • 5 years of experience in budgeting and financial management, including experience in a supervisory or management role.
  • Strong analytical and problem-solving skills, with ability to interpret and analyze complex financial data.
  • Excellent communication and interpersonal skills, with ability to work effectively with diverse stakeholders.
  • Ability to work in a fast-paced environment and meet deadlines.

Preferred Qualifications:

  • Master's degree in finance, business, accounting, or related field.
  • Experience with budgeting and financial management software, including CAPPS and other state and federal systems.
  • Certification in budgeting and financial management, such as the Certified Government Financial Manager (CGFM) designation.
