Overview

Leidos is seeking an Assistant Security Operations Center Manager to join our team. This role is integral to the NOAA Cyber Security Center (NCSC) program, focusing on the effective management of cybersecurity operations.

ROLE SUMMARY:
The selected candidate will play a vital role within the NCSC Security Operations Center (SOC), which operates around the clock to monitor and respond to cybersecurity incidents affecting NOAA networks. The Assistant SOC Manager will collaborate closely with the SOC Manager to ensure smooth daily operations, engage with governmental stakeholders, and produce insightful reports and presentations while driving strategic enhancements within the SOC.

KEY RESPONSIBILITIES:

  • Oversee daily SOC functions, including event assessment, analysis, quality control, and reporting.
  • Manage administrative tasks within the SOC, such as interviewing candidates, organizing staffing schedules, ensuring compliance with established processes, and addressing requests from leadership.
  • Prepare and evaluate various reports, including after-action reviews, SOC performance metrics, case updates, and special reports.
  • Assist in the swift onboarding of new team members.
  • Draft, review, and update SOC operational documentation.
  • Work with the SOC Leadership team to identify and implement improvements in SOC operations.
  • Support the SOC Manager and Incident Handling Lead during critical incident responses.

ESSENTIAL QUALIFICATIONS:

  • Bachelor's degree with 8+ years of relevant experience; additional experience or cybersecurity certifications may substitute for formal education.
  • 4+ years of experience in leadership roles or project management.
  • 4+ years of experience in incident management and response.
  • 2+ years of experience in a leadership capacity within a SOC.
  • Self-motivated individual with excellent written and verbal communication skills, capable of producing complex technical reports based on analytical findings.
  • Possession of DoD 8570 IAT level II or higher certification, such as CompTIA Security+ CE, ISC2 SSCP, or SANS GSEC.
  • DoD 8570 CSSP-A level certification, such as CEH, CySA+, or GCIA, is mandatory.
  • Hands-on experience with various IDS, IPS, SIEM, and cybersecurity analysis tools.
  • Familiarity with Intelligence Driven Defense, Cyber Kill Chain methodology, and/or MITRE ATT&CK framework.
  • Strong analytical and troubleshooting capabilities.
  • Proven experience in analyzing large volumes of logs, network data, and other indicators during incident investigations.
  • Advanced knowledge of TCP/IP, networking protocols, traffic flow, system administration, OSI model, and security principles.
  • Commitment to ongoing training and self-study in the cybersecurity field, with the ability to work independently.
  • Must be a US Citizen.
  • Active Interim Top Secret or adjudicated Secret clearance is required for consideration.

PREFERRED QUALIFICATIONS:

  • Experience in a DoD Cybersecurity Service Provider (CSSP) environment.
  • Understanding of network threat life cycles, attack vectors, and exploitation methods, including intrusion set tactics, techniques, and procedures (TTPs).
  • In-depth knowledge of at least one enterprise SIEM platform (e.g., ArcSight, Splunk, ElasticSearch, QRadar, LogLogic).
  • Experience with Anti-Virus, HIPS/HBSS, IDS/IPS, Full Packet Capture, and Network Forensics.
