Position Overview:

The role entails overseeing project execution, engineering design, and analytical support for various initiatives. The Project Manager will engage actively in research, design, and project execution, playing a pivotal role in driving projects from inception to completion. This position requires collaboration with diverse internal and external stakeholders to assess alternatives and align project objectives with broader business financial and operational efficiency goals. The individual will also advocate for ongoing performance enhancement and spearhead internal process improvement initiatives as necessary.

Primary Responsibilities:

  • Act as the Project Manager for designated projects, developing effective execution strategies.
  • Articulate the business rationale for projects while continuously assessing options and trade-offs to facilitate informed management decisions.
  • Lead internal enhancement initiatives in collaboration with cross-functional teams.
  • Coordinate with external service providers to ensure alignment of scopes and responsibilities, uphold accountability, and collaboratively drive projects to successful completion.
  • Engage with external stakeholders for collaboration, permitting, and other project necessities, including federal, state, and local entities.
  • Utilize design expertise in areas such as power distribution, grounding, lighting, control systems, and utility systems.
  • Integrate multiple areas of expertise, including civil, structural, electrical, and operational viewpoints.
  • Review specifications, drawings, and vendor documentation for compliance with project standards.
  • Ensure the completion of projects and the receipt of quality deliverables, including design sets and structural drawings.
  • Leverage knowledge of service provider capabilities and workflows to maximize productivity and value during projects.
  • Monitor and report on project progress, identifying deviations from plans for corrective action to ensure timely and budget-compliant project completion.
  • Analyze complex engineering challenges and propose effective solutions.
  • Conduct analyses, prepare reports, and ensure adherence to industry codes and standards.
  • Communicate technical information effectively with clients, vendors, and other relevant audiences.
  • Lead specific projects that support the project portfolio and enhance organizational performance.
  • Uphold the core values of Port Houston, including respect, excellence, accountability, and diligence.
  • Perform additional duties as required.

Qualifications:

  • Bachelor's degree in an Engineering discipline from an accredited institution is required; advanced degrees or certifications are advantageous.
  • 2-4 years of relevant professional engineering experience is required.
  • Professional Engineer license or progress towards licensure is strongly preferred, though non-licensed engineers may be considered.
  • Experience in structural or electrical design and construction, particularly in large-scale industrial civil structures or electrical systems, is essential.
  • Familiarity with project implementation, construction, and systems installation is beneficial.
  • Experience in an engineering or industrial systems environment is a plus.

Skills and Competencies:

  • Understanding of engineering and design principles for civil/structural and electrical domains, including relevant codes and standards.
  • Knowledge of technical specification writing and plan preparation for engineering projects.
  • Familiarity with construction methodologies and sequencing.
  • Proficiency in workflow documentation and re-engineering practices, including quality and performance improvement methodologies.
  • Awareness of the engineering services industry and the capabilities of firms supporting civil, structural, and electrical projects.
  • Knowledge of relevant stakeholders and permitting processes.
  • Understanding of industry practices regarding project development and decision-making processes.
  • Strong organizational, time management, and prioritization skills.
  • Ability to interpret construction drawings and evaluate product technologies.
  • Capacity to collaborate effectively across various functions and technical disciplines.
  • Attention to detail and ability to meet deadlines consistently.
  • Strong communication skills, both written and verbal, with the ability to engage effectively with diverse audiences.
  • Ability to produce project documentation and calculations independently.
  • Proven ability to establish and maintain effective working relationships and lead project teams.
  • Self-motivated with the ability to manage project aspects with minimal supervision.
  • Proficiency in English communication is required.
  • A valid Texas driver's license is necessary.
  • A Transportation Worker Identification Credential (TWIC) must be obtained within the initial employment period and maintained throughout employment.

Physical Requirements:

This position involves light work, requiring the exertion of up to 20 pounds of force occasionally and up to 10 pounds of force frequently.
