Job Summary

A successful candidate in this position will serve as a General Engineer/Physical Scientist (Facility Representative) providing technical guidance and contractor oversight on daily operations and activities at nuclear and non-nuclear facilities and will provide support to the Senior Facility Representative in day-to-day operations of the facilities.

Responsibilities
  • Serves as the primary interface between local NNSA/DOE management and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation.
  • Analyzes and evaluates contractor operational and implementation plans including, operating systems, processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance and construction, quality assurance, safety, health and environmental activities.
  • Observes, appraises and evaluates contractor performance through surveillance, field observations, and the evaluation of operational integration of production, environmental compliance, maintenance, utility operations, quality of performance, and industrial, radiological and/or nuclear safety.
  • Assures that contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or Industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations.
  • Conducts walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas.
  • Makes contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements.
  • Participates in hearings, high level meetings, conferences and special working groups with M&O contractor and other subject matter experts; Federal, state, and local regulators (EPA, NRC, etc.), and oversight entitles (e.g., Defense Nuclear Facilities Safety Board).

More than one position may be filled from this vacancy announcement. If you are a current federal employee, appointed under the direct-hire authority, you will be given a new appointment.

You will be required to serve a mandatory one (1) year probationary period unless you meet the exceptions in 5 CFR, part Must be able to obtain certification in the DOE's Technical Qualification Program (TQP) within 18 months of start date.

This position is covered by the Technical Qualification Program (TQP), which requires the incumbent to acquire and demonstrate competencies identified in the TQP Functional Area Qualification and Field Office specific standards and requires certification of the competencies by NNSA supervision and TQP qualifying officials.

Qualifications

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series AND the specialized experience.

BASIC REQUIREMENTS For Professional, Scientific and Engineering Positions:

  • Transcripts or other proof of required education MUST be included in application package, including if qualifying on the basis of an alternate method, i.e., professional license, you must submit official documentation to support your claim with your application package.

You must meet one of the following:

  • ENGINEERING (0801 Series): A Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

PHYSICAL SCIENCE (1301 Series):

  • A Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience education equivalent to one of the majors shown in (A) above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE NN-02:

  • A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (NN-01 or GS-07) in the Federal Service that includes: 1) applying general engineering or physical science principles and practices to engineering and/or scientific programs and projects; 2) analyzing facts, conditions, and data to draw conclusions and making recommendations; and 3) drafting technical reports, papers, and or memorandum and orally communicating technical findings.

OR Two years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. OR A combination of education and experience.

NN-03:

  • A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level (NN-02 or GS-12) in the Federal Service that includes:1) performing the functions of or supporting a team that evaluates operating systems or processes to implement industrial, nuclear, or non-nuclear requirements; and 2) Preparing and briefing portions of technical reports, briefing materials, and other documentation supportive of project activities and reports summarizing operational incidents such as accidents, malfunctions, or nonroutine operations.

Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below.

Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position.
