Job Overview

Position Summary: This role encompasses professional engineering responsibilities in the planning, execution, and oversight of public infrastructure and utility enhancement initiatives within the Village of Mount Prospect.

Key Responsibilities:

  • Accountable for the formulation of designs, specifications, and associated documentation for the Village's annual road resurfacing and reconstruction initiatives.
  • Drafts plans and specifications for public infrastructure projects.
  • Evaluates designs and specifications created by external engineering consultants.
  • Conducts studies, cost assessments, and visual presentations during the planning and development stages of public infrastructure projects.
  • Designs a variety of assigned public works projects, including thoroughfares, parking areas, pedestrian pathways, water distribution systems, and storm and sanitary sewer systems, along with various concrete structures such as retaining walls and culverts.
  • Determines roadway alignment, establishes grades, calculates cut and fill volumes, and assesses drainage capacities.
  • Ensures that final design documents are meticulously prepared, detailing all aspects of the project.
  • Creates plans that comply with IDOT standards for materials and workmanship.
  • Offers professional and technical guidance to Engineering Assistants and maintenance supervisors regarding engineering challenges in design, construction, and surveying.
  • Engages in various stages of the bidding process by consulting with potential contractors and reviewing project specifications.
  • Acts as a representative of the Village at community meetings regarding proposed public works projects.
  • Interacts directly with residents to address engineering-related inquiries.
  • Serves as the resident engineer on construction projects, acting as a liaison to contractors involved in public works initiatives.
  • Ensures that contractors and subcontractors adhere to design specifications and maintain high-quality workmanship using appropriate materials.
  • Recommends approval for additional work orders to address unforeseen field conditions.
  • Supervises and reviews the work of Engineering Assistants who serve as inspectors for Public Works.
  • Leads the final inspection process to validate contractor work and determine final payment quantities, assisting in the revision of plans to reflect actual conditions.
  • Aids the Village Engineer in formulating the Division's annual engineering budget.
  • Monitors and assesses the condition of the Village's roadway system, including maintaining the roadway system database.
  • Provides technical insights for the development of the annual capital improvements budget proposal.
  • Assists in creating a prioritized list of projects for the allocation of annual Motor Fuel Tax funds.
  • Acts as the staff liaison for IDOT and Cook County projects.
  • Performs additional duties as assigned.

Qualifications:

  • Proficient understanding of municipal civil engineering principles and practices.
  • Experience in the investigation, design, and construction of public works projects.
  • Familiarity with administrative management principles in the public sector.
  • Knowledge of civil, structural, traffic, and hydraulic engineering principles as they relate to public works projects.
  • Understanding of surveying, staking, inspection procedures, and related construction methods.
  • Awareness of state and local codes and regulations relevant to civil engineering and construction.
  • Ability to foster effective working relationships with colleagues, contractors, and the public.
  • Capability to apply modern civil engineering techniques to resolve operational challenges.
  • Skill in designing various improvements and structures, including streets, curbs, storm drains, and sidewalks.
  • Strong verbal and written communication skills.
  • Ability to represent the Village in public forums and address community concerns.

Education and Experience:

  • Bachelor's degree in Civil Engineering or a related field from an ABET-accredited program is required.
  • A minimum of four years of professional civil engineering experience is required.
  • Licensure as a Professional Engineer (PE) is preferred.
  • Equivalent combinations of experience and training may be considered.

Physical Requirements:

The physical demands of this position require the ability to perform essential functions, with reasonable accommodations available for individuals with disabilities. Responsibilities may involve standing, walking, using hands and fingers for various tasks, and occasionally lifting or moving items up to 100 pounds.

Work Environment:

This position primarily operates in an office setting, with outdoor work required for inspections of construction sites and public works facilities. Employees may occasionally work in varying weather conditions and near moving mechanical parts.
