Job Overview

Position Summary: This role encompasses professional engineering responsibilities focused on the design, construction, and oversight of public works and utility enhancement initiatives within the Village of Mount Prospect.

Key Responsibilities:

  • Take charge of creating plans, specifications, and related documentation for the Village's annual resurfacing and reconstruction initiatives.
  • Draft plans and specifications for public improvement undertakings.
  • Evaluate plans and specifications prepared by external engineering consultants.
  • Conduct studies, prepare cost estimates, and create demonstration materials during the planning and development stages of public improvement projects.
  • Design various assigned public works projects, including roadways, parking areas, sidewalks, water distribution systems, and storm and sanitary sewer infrastructures.
  • Establish vertical and horizontal roadway alignments, set grades, calculate cut and fill quantities, and assess drainage levels and storm sewer capacities.
  • Ensure that final design plans are meticulously prepared, detailing all aspects of the project.
  • Develop plans that comply with IDOT materials and workmanship quality standards.
  • Offer professional and technical guidance to Engineering Assistants or maintenance supervisors regarding engineering challenges in design, construction, maintenance, or surveying.
  • Engage in various stages of the bidding process by meeting with potential contractors and reviewing project plans, including unique project elements.
  • Act as a representative of the Village at community meetings or hearings concerning proposed public works projects.
  • Directly interact with citizens to address their engineering-related concerns.
  • Serve as the resident engineer on construction projects, acting as a liaison to contractors involved in public works projects.
  • Ensure that contractors and subcontractors adhere to design plans and specifications, delivering quality workmanship with appropriate materials.
  • Recommend approval of work orders for additional tasks to address unforeseen field conditions.
  • Guide and review the work of Engineering Assistants who function as Public Works inspectors.
  • Oversee the final inspection process to accept contractor work on projects and determine final payment quantities, assisting in revising plans to reflect actual conditions.
  • Support the Village Engineer in developing the Division's annual engineering budget.
  • Monitor, assess, and report on the condition of the Village's roadway system, including maintaining the roadway system database.
  • Provide technical input for the annual capital improvements budget proposal.
  • Assist in creating a project priority list for the allocation of annual Motor Fuel Tax funds.
  • Act as the staff liaison for IDOT and Cook County projects.
  • Perform additional duties as assigned.

Qualifications:

  • Strong understanding of municipal civil engineering principles and practices.
  • Experience in the investigation, design, and construction of general public works projects.
  • Familiarity with administrative management principles in the public sector.
  • Knowledge of civil, structural, traffic, and hydraulic engineering principles as they relate to public works projects.
  • Understanding of surveying, staking, inspection, and related construction procedures and materials.
  • Awareness of state and local codes and ordinances relevant to civil engineering and construction.
  • Ability to foster effective working relationships with subordinates, other Village personnel, contractors, and the public.
  • Capability to apply modern civil engineering techniques to resolve operational challenges.
  • Proficiency in designing improvements and structures such as streets, curbs, storm drains, and sidewalks.
  • Effective verbal and written communication skills.
  • Ability to represent the Village at public meetings and directly address engineering-related issues.

Education and Experience:

  • Bachelor's degree in Civil Engineering or a related field from an ABET-accredited program is required.
  • A minimum of four years of professional civil engineering experience is necessary.
  • Licensure as a Professional Engineer (PE) is preferred.
  • Equivalent combinations of experience and training may be considered.

Work is primarily conducted in office settings, with outdoor work required for the inspection of various land use developments, construction sites, or public works facilities.

While performing the duties of this job, the employee may occasionally work in outdoor weather conditions. The employee may also work near moving mechanical parts and in high, precarious places, and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, electrical shock risks, and vibration.

The noise level in the work environment is typically moderate, but can be loud when operating equipment.
