General Overview

The role involves executing essential technical tasks associated with the examination of multifamily and single-family residences to ensure adherence to the City’s fundamental housing regulations, zoning laws, re-occupancy directives, landlord permit requirements, and other relevant codes aimed at safeguarding the community's health, welfare, and safety.

The incumbent will engage in a range of technical and administrative support activities both in an office environment and in the field. Responsibilities include delivering exceptional customer service, managing communication through phone calls, drafting reports, inputting data into the code system, organizing records systematically, and handling various documentation.

Key Responsibilities

1. Conducts research to verify compliance with the City’s licensing, zoning, and minimum housing standards.

2. Drafts and issues violation notices based on the City’s zoning and housing regulations.

3. Performs follow-up inspections to confirm compliance with established requirements.

4. Posts legal notifications as mandated by law and departmental protocols.

5. Inspects various residential properties during sales transactions to validate residential use and identify any code violations, including non-conforming units.

6. Conducts independent field inspections within designated timeframes, utilizing knowledge of applicable codes, rules, and regulations, while skillfully explaining compliance standards to interested parties such as real estate agents and property owners.

7. Collaborates with property owners, real estate agents, and title companies to ascertain compliance with zoning laws and housing standards.

8. Provides technical guidance to stakeholders by suggesting corrective measures for any identified code deficiencies.

9. Compiles reports detailing inspection outcomes to facilitate re-occupancy certification of housing units and highlights trends or issues requiring attention.

10. Organizes and prioritizes workload effectively, balancing field inspections, office research, and follow-up communications.

11. Executes duties with significant autonomy, exercising tact and sound judgment in explaining code requirements to property owners, tenants, landlords, agents, and contractors.

12. Acts as a liaison with other governmental departments to coordinate activities related to housing compliance.

13. Attends and provides testimony before the Special Magistrate to ensure compliance with relevant codes.

14. Reviews and assesses case files, preparing necessary documents for Special Magistrate hearings.

15. Performs other related duties as assigned.

Minimum Qualifications

Knowledge, Skills, and Abilities:

Familiarity with state, county, and local codes, including zoning laws, minimum housing standards, and associated regulations. Understanding of building construction methods is preferred.

Ability to interpret various instructions presented in written, oral, diagrammatic, or schedule formats. Proficient in establishing and maintaining effective working relationships with contractors, property owners, departmental officials, colleagues, and the public in a professional and courteous manner. Capable of making accurate field measurements and proficient in using the Internet, Microsoft Windows, and Outlook Express.

Must possess the ability to produce written documents with clearly organized thoughts, utilizing proper grammar, punctuation, and sentence structure. Must demonstrate the ability to learn about housing rehabilitation programs, rules, regulations, and guidelines, including conducting housing inspections, identifying necessary repairs, and estimating repair costs.

Education & Experience Requirements: High School diploma or GED with a minimum of three (3) years of progressively responsible experience in housing inspections, code enforcement, or a related field. A combination of education, training, and/or experience may be considered. Must possess and maintain a valid driver's license and a satisfactory driving record throughout employment. Must be a current employee of the City of Miami Gardens.

Work is conducted in both office and outdoor settings. Hand-eye coordination is necessary for operating instruments, computers, and various office equipment.

While performing the duties of this job, the employee may occasionally be required to stand, walk, use hands and fingers to handle or operate objects, tools, or controls, and reach with hands and arms. The employee may also be required to sit, climb, balance, stoop, kneel, crouch, or crawl, talk or hear, and smell.

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee works in outdoor weather conditions. The employee may occasionally work near moving mechanical parts and in high, precarious places, and may be exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

The noise level in the work environment typically ranges from quiet to moderate.

The City of Miami Gardens offers a comprehensive benefits package, including 176 hours of Personal Time Off (PTO) in lieu of vacation and sick time and 12 paid holidays (11 holidays and 1 floating holiday).

The City participates in the retirement plan administered by the Florida Retirement System (FRS), which requires a mandatory 3% contribution.
