General Overview

The role involves conducting thorough inspections of both multifamily and individual housing units to ensure adherence to the City’s established housing standards, zoning regulations, and other relevant codes aimed at safeguarding community health and safety.

The incumbent will engage in various technical and administrative tasks both in an office environment and in the field. Responsibilities include delivering exceptional customer service, managing communication, documenting findings, entering data into the compliance system, and maintaining organized records.

Key Responsibilities

1. Conducts research to verify compliance with the City’s licensing, zoning, and housing codes.

2. Issues notices of violations in accordance with zoning and housing regulations.

3. Performs follow-up inspections to confirm compliance with established requirements.

4. Posts legal notifications as mandated by law and departmental procedures.

5. Inspects residential properties during sales transactions to certify usage and identify any code violations.

6. Conducts field inspections independently, utilizing knowledge of applicable codes and regulations while effectively communicating compliance standards to stakeholders such as real estate agents and property owners.

7. Collaborates with property owners and real estate professionals to ensure compliance with zoning and housing regulations.

8. Provides technical guidance to stakeholders on rectifying identified code deficiencies.

9. Prepares detailed reports on inspection outcomes for re-occupancy certification and highlights trends requiring attention.

10. Organizes and prioritizes workload effectively, balancing field inspections, office research, and follow-up communications.

11. Acts as a liaison with other governmental departments to coordinate minimum housing compliance activities.

12. Attends hearings to provide testimony regarding compliance issues.

13. Reviews case files and prepares documentation for hearings.

14. Performs additional related duties as assigned.

Qualifications

Knowledge, Skills, and Abilities:
- Familiarity with state, county, and local codes, including zoning and housing standards.
- Understanding of building construction methods is advantageous.
- Ability to interpret various instructions and maintain professional relationships with contractors and the public.
- Proficient in making accurate field measurements and utilizing technology for documentation.
- Capable of producing clear written communications with proper grammar and structure.

Education & Experience: High School diploma or GED with at least three years of relevant experience in housing inspections or code enforcement. A combination of education and experience may be considered. A valid driver's license and a satisfactory driving record are required.

Physical Demands:
The physical requirements for this position include both office and outdoor work. The employee may occasionally need to lift up to 25 pounds and must possess good hand-eye coordination. The role may involve exposure to various weather conditions and environments.
