Job Overview:

POSITION SUMMARY

The Wildlife Management Officer operates under the guidance of the Deputy Director. The role involves receiving, investigating, prioritizing, and responding to inquiries related to public and animal welfare. The nature of these inquiries includes issues such as noise disturbances, stray animals, injured pets and wildlife, aggressive or biting animals, cases of neglect or cruelty, and ensuring compliance with municipal and state regulations. The officer assesses the necessary interventions for each unique case, which may involve educating the public, removing animals from properties, issuing citations for non-compliance, and pursuing formal charges for violations of state laws. Accurate record-keeping and documentation of all public interactions, animal intake, and redemption processes are essential. The officer evaluates animal behavior and health to determine the need for vaccinations, treatment, veterinary care, or humane euthanasia. The incumbent is expected to demonstrate sound judgment, independence, initiative, and professional expertise in daily operations. All responsibilities must align with city safety protocols and regulatory compliance at the federal, state, and local levels.

KEY RESPONSIBILITIES include effective public interaction, collaboration with city officials, and engagement with external agencies, maintaining professionalism and respect throughout. Additional responsibilities may be assigned.

Planning and Execution
  • Assess each situation to determine the most effective approach for engaging with both the animal and the public while maintaining confidentiality and integrity;
  • Conduct thorough investigations for all reported incidents and decide on the appropriate course of action. De-escalate tense situations and recognize when to involve other agencies to ensure the safety and welfare of both animals and the public. Coordinate with local law enforcement, health departments, and other relevant agencies as necessary. Document incidents with photographs and other evidence as required;
Communication and Information Management
  • Work independently with minimal oversight. Utilize dispatching tools and databases to accurately receive, manage, and investigate calls. Prioritize incoming inquiries based on the specifics of each case. Respond to calls with the urgency required, ranging from low-priority to critical situations necessitating immediate action;
  • Provide education to the public regarding animal care, lost and found procedures, solutions for wildlife nuisances, departmental policies, and applicable laws;
  • Engage in public speaking as needed;
  • Consult with supervisors regarding policy or procedural questions;
Operational Management
  • Monitor and evaluate the health and behavior of all animals in custody. Initiate treatment for medical conditions within the scope of training. Administer vaccinations upon intake and document all medical interventions in the shelter database. Report any health concerns requiring immediate veterinary attention;
  • Assess incoming animals to determine the necessity of euthanasia in accordance with city policies and owner requests. Administer euthanasia in a humane manner, adhering to national standards. Assist in the humane handling and care of animals when not performing euthanasia;
  • Process animals entering the shelter, including documentation of breed, age, sex, and other identifying details, while ensuring proper care and conditions for each animal;
  • Perform additional duties as required, including those of an Animal Care Specialist, Dispatcher, or Adoptions Counselor;
  • Participate in on-call duties on a rotational basis;
  • Maintain a safe driving record and possess a valid driver's license for city vehicle operation;
Documentation and Analysis
  • Apply relevant city ordinances and state laws during investigations to determine enforcement actions. Conduct thorough investigations of animal-related incidents, ensuring proper documentation for potential legal proceedings. Prepare necessary paperwork for court and prosecutor review;
  • Utilize various databases to assist in the identification of animals and their owners, ensuring confidentiality and accuracy in all records;
  • Conduct inspections for permit applications and renewals, documenting findings in the specialized database;
Safety and Security
  • Capture and assist unconfined and confined animals, providing rescue services in accordance with established policies. Determine when to use non-lethal capture techniques and apply appropriate evaluation methods for animal welfare;
  • Handle aggressive animals safely and humanely, recognizing animal behavior to minimize risks to staff and the public;
  • Adhere to strict sanitation protocols to prevent disease outbreaks within the shelter;
ADDITIONAL RESPONSIBILITIES
  • Perform any other duties as assigned.
QUALIFICATIONS

To succeed in this role, candidates must meet the following qualifications:

EDUCATION AND EXPERIENCE

An Associate's Degree in Criminal Justice or Animal Science is preferred, along with one to two years of relevant experience. Alternatively, five years of full-time experience as a Police Officer or Animal Control Officer may be considered in lieu of the degree.

SKILLS AND ABILITIES
  • Knowledge of city and state laws governing animal care and control;
  • Availability for 24-hour on-call duties;
  • Ability to communicate effectively, both verbally and in writing;
  • Competence in safely operating a vehicle in various conditions;
  • Ability to assess animal behavior and manage aggressive animals;
  • Strong public relations skills and the ability to maintain a positive public image;
  • Ability to testify in court as required;
  • Proficiency in using computer systems and specialized software;
LANGUAGE AND MATHEMATICAL SKILLS

Ability to read and interpret safety regulations, procedures, and legal documents. Capable of writing reports and responding to inquiries from various stakeholders. Basic mathematical skills are required for calculations related to animal care and documentation.

PHYSICAL DEMANDS

This position requires regular physical activity, including lifting and moving animals and equipment. Candidates must be able to meet the physical demands of the job, including standing, walking, and handling animals safely.

WORK ENVIRONMENT

Work conditions may vary, with frequent exposure to outdoor elements and potentially hazardous situations. The role involves a high level of interaction with the public and animals, requiring a commitment to safety and professionalism.
