Pay Range: $ $56.64 per hour (Non-Bargaining Pay Plan, D62 Step 1-13)
Hiring Range: $ per hour (Non-Bargaining Pay Plan, D62 Step 1-4)

There is one Senior Financial Operations Manager opening with the Yakima County Treasurer's Office. This position is responsible for overseeing intricate, professional-level accounting functions; monitoring financial operations, including automated systems; formulating policies and procedures to ensure adherence to laws, regulations, and security protocols; analyzing revenues and expenditures along with cash and investment management; and serving as a lead and/or supervisor to professional and technical personnel for the financial operations of the Treasurer's Office programs.

Responsibilities:

Essential Duties:

Manages professional and technical level staff located in two physical locations: the general office as well as the drive-thru location. Prioritizes, assigns, and monitors work; evaluates performance; initiates and implements decisions regarding employee selection, training, and disciplinary action.

Ensures continual safeguarding of Yakima County's banking and eCommerce operations in conjunction with ongoing system implementation and industry changes.

Plans, develops, and implements strategies to accomplish the goals, priorities, and objectives of the accounting division. Manages division's resources, i.e. employees, budget, and statutory timeframes. Develops, interprets, and monitors the legal and financial aspects of the division.

Under the direction of senior management, develops and implements Countywide policies and procedures that establish precedent for the work of the division. Provides guidance to Yakima County districts and departments regarding policies and procedures as they impact the business operations and statutory requirements for the department.

Assists the Treasurer in managing, planning, directing, and overseeing the continual development and implementation of multiple individual financial applications as they relate to the Treasurer's financial operations.

Prepares or supervises the preparation of a variety of complex reports, statements, and documents for major County or agency (Federal, State, and local) financial requirements such as: Governmental Standards Accounting Board (GASB) statements, U.S. Securities and Exchange Commission reports; Comprehensive Annual Financial Reporting (CAFR) for property tax collections and receivables, local improvement district receivables, and debt management.

Manages the development of the Treasurer's Financial Statement as it is impacted by ongoing development of Yakima County's various financial systems.

Tracks legislation (local, State, and Federal) and ensures County compliance with laws, rules, and regulations. Assists State Auditor's Office by compiling requested information during County and agency audits; assists the State Department of Revenue and other State agencies with requested reporting and tracking.

Directs, reviews, analyzes, and makes effective recommendations regarding annual budget requirements, reserves, and reporting. Monitors and analyzes the activity to ensure that the projections are accurate; researches and monitors any trends or discrepancies that may require a budget amendment. Provides oversight for property tax and benefit assessment certifications, including reconciliation of all County-wide funds and validation of accurate distribution; supervises annual tax/assessment billing to comply with contractual and statutory requirements; provides accurate reporting to State agencies for property taxes.

Prepares cost analyses for statutory-based administrative fees; oversees special projects requiring tracking and finite reporting.

Performs other duties as required including duties of the lower levels.

Education and Experience:

Bachelor's degree in Accounting, Finance, Economics or a related field AND four (4) years of professional-level accounting experience inclusive of 3 years of supervisory experience; OR an equivalent combination of education and experience which provides knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job.

Required:

Valid WA State Driver's license and proof of insurance, if requested.

Copy of Bachelor's degree in Accounting, Finance, Economics or a related field.

Successful completion of a criminal and financial background check and general employment verification.

Preferred:

Knowledge of the Washington State budgeting, Accounting and Reporting System.

Experience with Microsoft Word and Excel computer programs.

Experience with financial management software programs such as Ascend and Workday.

Equipment Used: Computer, calculator, automated financial systems and other software as required, printers, copier, fax, telephone, scanning and imaging equipment, other standard office equipment.

Working Conditions: This is rated as Sedentary Work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Environment: multiple work locations, Confidentiality is a Requirement. Duties are performed primarily in an office environment. May be exposed to hostile/angry individuals; work outside standard business hours and locations.
