POSITION SUMMARY: The Senior Project Controls Specialist will engage in close collaboration with estimating, project management, field supervision, and planning teams to create and manage comprehensive project timelines. This role encompasses overseeing extensive estimating services for large-scale, intricate projects across various contract types. Leveraging substantial experience and expertise, the specialist will set and accomplish project objectives. A solid understanding of standard estimating principles, practices, and procedures is essential within this role. The specialist may also oversee the work of other project professionals.
JOB COMPLEXITY AND SCOPE: The ideal candidate should possess an advanced comprehension of planning, scheduling, and estimating within the construction sector. Proficiency in interpreting and analyzing computerized scheduling data is crucial, along with the ability to review construction timelines using diverse methodologies. The candidate should also have a strong background in claims prevention and analysis techniques, coupled with exceptional organizational, supervisory, decision-making, and problem-solving skills. Effective written and verbal communication abilities are vital. A commitment to ensuring customer satisfaction, compliance with workplace and trade safety regulations, and fostering teamwork is expected. The candidate must adeptly manage challenging interpersonal situations while enforcing laws and regulations impartially. Furthermore, the ideal candidate should facilitate the professional growth and success of their colleagues while effectively managing staff to enhance performance.
SUPERVISORY RESPONSIBILITIES: May oversee the activities of junior schedulers or cost estimators.

KEY RESPONSIBILITIES:
Scheduling:
- Lead the formulation of detailed project schedules in partnership with the project team.
- Collect progress updates and maintain current project status.
- Conduct impact assessments for potential delays and modifications.
- Collaborate with project management and scheduling teams to set project objectives and evaluate project progress.
- Oversee timelines for multiple projects and/or large-scale complex initiatives.
- Analyze schedules to identify duration and logical discrepancies.
- Prepare and assess construction claims and time-related disputes.
Cost Management & Estimation:
- Automate cost estimation software and mentor other project estimators, including developing project assemblies and models, as well as creating database items for projects.
- Possess a thorough understanding of indirect costs and their relevance to the cost estimate.
- Conduct escalation calculations and incorporate these costs into the overall estimate.
- Perform risk assessments to determine project or estimate contingencies.
- Utilize historical data from purchase orders, subcontracts, and productivity analysis reports to inform unit and man-hour figures.
- Review proposal specifications and drawings, participating in pre-bid meetings to clarify the scope of work and estimation requirements.
- Generate quantity takeoffs and utilize automated software tools effectively.
- Analyze schedules to identify duration and logical discrepancies.
- Prepare and assess construction claims and time-related disputes.
Managerial Duties:
- Provide technical support to personnel preparing discipline estimates for assigned bids.
- Offer mentorship and guidance to less experienced team members.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor's degree in engineering, construction management, or equivalent education and experience.
- A minimum of 10 years of extensive experience in construction planning, scheduling, estimating, and related functions, along with a comprehensive understanding of corporate objectives influencing planning, scheduling, estimating strategies, and construction contracts.
- Prior experience in the aviation industry is required.
- A senior specialist is expected to qualify for and pass the AACE Planning and Scheduling Professional (PSP), Certified Cost Estimating Professional (CEP), or Certified Cost Professional (CCP) examination.
