Job Overview

POSITION SUMMARY: The Senior Project Controls Specialist will engage in close collaboration with teams involved in estimating, project management, field supervision, and planning and scheduling to formulate and manage project timelines. This role encompasses comprehensive estimating services for large-scale, intricate projects across various contract types. Leveraging substantial experience and sound judgment, the specialist will strategize and accomplish project objectives. A strong grasp of standard estimating principles, practices, and procedures is essential within their area of expertise. The specialist may also oversee the work of other project specialists in related disciplines.

JOB COMPLEXITY AND SCOPE: The ideal candidate will possess an advanced comprehension of planning, scheduling, and estimating within the construction sector. Proficiency in interpreting and analyzing computerized scheduling data is crucial, as is the ability to review construction schedules employing diverse methodologies. Expertise in claims prevention and analysis techniques, along with robust organizational, supervisory, decision-making, and problem-solving capabilities, is required. Exceptional written and verbal communication skills are vital. The candidate should be dedicated to ensuring customer satisfaction, adhering to safety regulations, and fostering teamwork and commitment. They must effectively manage challenging interpersonal dynamics and enforce regulations impartially. Additionally, the candidate should facilitate the development and success of their colleagues while managing staff to enhance their performance.

SUPERVISORY RESPONSIBILITIES: May oversee the activities of junior schedulers or cost estimators.

KEY RESPONSIBILITIES:

Scheduling:

  • Direct the creation of detailed project schedules in partnership with the project team.
  • Collect progress updates and maintain project status reports.
  • Conduct impact assessments for potential delays and modifications.
  • Collaborate with project management and scheduling teams to define project objectives and evaluate project progress.
  • Oversee schedules for multiple projects and/or large, complex initiatives.
  • Analyze schedules to identify duration and logical inconsistencies.
  • Prepare and evaluate construction claims and time-related disputes.

Cost Management & Estimating:

  • Automate cost estimating processes and mentor fellow project estimators, including developing project assemblies and models and creating database items for projects.
  • Possess a thorough understanding of indirect costs and their relevance to cost estimates.
  • Conduct escalation calculations and integrate these costs into the overall estimate.
  • Perform risk assessments to determine project or estimate contingencies.
  • Incorporate historical data from purchase orders, subcontracts, and productivity analysis into unit and man-hour calculations.
  • Review proposal specifications and drawings and engage in pre-bid discussions to clarify the scope of work and estimating requirements.
  • Generate quantity takeoffs and utilize automated estimating tools.
  • Analyze schedules to identify duration and logical inconsistencies.
  • Prepare and evaluate construction claims and time-related disputes.

Managerial Duties:

  • Provide technical assistance to personnel preparing discipline estimates for assigned bids.
  • Offer mentoring and guidance to less experienced team members.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor's degree in engineering, construction management, or a related field, or equivalent combinations of education and experience.
  • A minimum of 10 years of extensive experience in construction planning, scheduling, estimating, and related functions, along with a comprehensive understanding of corporate objectives affecting planning, scheduling, estimating strategies, and construction contracts.
  • Prior experience in the aviation sector is essential.
  • The candidate is expected to qualify for and pass the AACE Planning and Scheduling Professional (PSP), Certified Cost Estimating Professional (CEP), or Certified Cost Professional (CCP) examination.
