Job Overview

PRIMARY OBJECTIVE: The Senior Project Controls Specialist will engage in close collaboration with the estimating, project management, field supervision, and planning and scheduling teams to formulate and oversee project timelines. This role encompasses managing comprehensive estimating services for large-scale, intricate projects across various contract types. Leveraging extensive experience and sound judgment, the specialist will set and achieve strategic objectives. Proficiency in standard estimating principles, practices, and procedures relevant to their domain is essential. Additionally, the specialist may oversee other project specialists across different disciplines.

JOB COMPLEXITY AND SCOPE: The ideal candidate should possess an advanced comprehension of planning, scheduling, and estimating within the construction sector. They must be adept at interpreting and analyzing computerized scheduling data and reviewing construction timelines using diverse methodologies. Expertise in claims prevention and analysis techniques, along with strong organizational, supervisory, decision-making, and problem-solving skills, is crucial. Effective written and verbal communication skills are also vital. The candidate should prioritize customer satisfaction, comply with workplace and trade safety regulations, and foster teamwork and commitment. They must adeptly manage challenging interpersonal situations while enforcing laws and regulations impartially. Furthermore, the candidate should facilitate the professional growth and success of their colleagues and effectively manage staff to enhance their performance.

SUPERVISORY RESPONSIBILITIES: May oversee the work of junior schedulers or cost estimators.

KEY RESPONSIBILITIES:

Scheduling:

  • Lead the creation of detailed project schedules in partnership with the project team.
  • Collect progress updates and maintain the current project status.
  • Conduct impact assessments for potential delays and modifications.
  • Collaborate with project management and scheduling teams to define project objectives and evaluate project progress.
  • Oversee schedules for multiple projects and/or large complex initiatives.
  • Analyze schedules to identify duration and logical discrepancies.
  • Prepare and assess construction claims and time-related disputes.

Cost Management & Estimating:

  • Automate cost estimating tools and mentor other project estimators, including developing project assemblies and models, as well as creating database items for projects.
  • Have a thorough understanding of indirect costs and their relevance to the cost estimate.
  • Conduct escalation calculations and incorporate these costs into the cost estimate.
  • Perform risk assessments to determine project or estimate contingencies.
  • Utilize historical data from purchase orders, subcontracts, and productivity analysis reports to inform unit and man-hour figures.
  • Review proposal specifications and drawings, participating in pre-bid meetings to clarify the scope of work and estimating requirements.
  • Generate quantity takeoffs and employ automated software tools.
  • Analyze schedules to identify duration and logical discrepancies.
  • Prepare and assess construction claims and time-related disputes.

Managerial Duties:

  • Provide technical support to personnel preparing discipline estimates for assigned bids.
  • Offer mentoring and guidance to less experienced team members.

QUALIFICATIONS AND REQUIREMENTS:

  • A four-year bachelor's degree in engineering, construction management, or a related field.
  • A minimum of 10 years of extensive experience in construction planning, scheduling, estimating, and related functions, along with a comprehensive understanding of corporate objectives influencing planning, scheduling, estimating strategies, and construction contracts.
  • Prior experience in the aviation industry is required.
  • The specialist is expected to qualify for and pass the AACE Planning and Scheduling Professional (PSP), Certified Cost Estimating Professional (CEP), or Certified Cost Professional (CCP) examination.

PHYSICAL AND MENTAL REQUIREMENTS:

Job responsibilities in an office environment necessitate the following:

  • Ordinary ambulatory skills sufficient for office mobility.
  • The ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force consistently to move objects.
  • Good hand-eye coordination; ability to reach with hands and arms; and dexterity in arms, hands, and fingers, including the ability to grasp.
