Position Overview:

The role involves overseeing project execution, engineering, design, and analytical functions to support various initiatives and programs. The Project Manager plays a crucial role in the research, design, guidance, and implementation of projects, significantly contributing to their success. This position drives projects from initial concept through to delivery, navigating decision-making processes while leveraging engineering expertise, leadership, analytical skills, and disciplined processes. The Project Manager collaborates with a diverse range of internal and external stakeholders to assess alternatives and align project objectives with broader business financial and operational efficiency goals. Additionally, the role promotes ongoing performance enhancement and leads initiatives aimed at internal process improvements and planning optimizations as necessary.

Primary Responsibilities:

  • Act as the Project Manager for designated projects, developing effective execution strategies.
  • Articulate the business rationale for projects and continuously assess options and trade-offs to facilitate informed management decisions.
  • Lead internal enhancement initiatives in collaboration with cross-functional teams.
  • Coordinate with external service providers to ensure alignment of scopes and responsibilities, uphold accountability, challenge performance, and collaboratively drive projects to successful completion.
  • Engage with external stakeholders as required for collaboration, permitting, and other project-related needs, including federal, state, and local entities.
  • Utilize design expertise in relevant areas such as power distribution, grounding, lighting, control systems, and utility systems.
  • Integrate various areas of expertise, including civil, structural, systems, electrical, and operational viewpoints.
  • Review specifications, drawings, and vendor documentation for compliance with project requirements.
  • Ensure the completion of projects and the delivery of quality outputs, including design sets and structural drawings.
  • Apply knowledge of service provider capabilities and workflows to maximize productivity and value during projects.
  • Monitor and report on project progress, highlighting deviations from plans to enable corrective actions, ensuring timely and budget-compliant project completion.
  • Analyze complex engineering challenges and propose effective solutions.
  • Conduct analyses, prepare reports, and ensure compliance with industry standards.
  • Communicate technical information effectively with clients, vendors, and various audiences.
  • Lead specific projects to support the project portfolio and enhance organizational performance.
  • Uphold the core values of Port Houston, including respect, excellence, accountability, diligence, and integrity.
  • Perform additional duties as necessary.

Qualifications:

  • Bachelor's degree in an Engineering discipline from an accredited institution is required; advanced degrees or relevant certifications are advantageous.
  • 2-4 years of relevant professional engineering experience is required.
  • Licensure as a Professional Engineer is preferred, although non-licensed engineers may be considered.
  • Experience in structural or electrical design and construction, particularly in large-scale industrial civil structures or electrical and utility systems, is essential.
  • Familiarity with project implementation, construction, and systems installation, along with knowledge of relevant service providers, is a plus.
  • Experience in an engineering or industrial systems environment is beneficial.

Skills and Competencies:

  • Strong understanding of engineering and design principles in civil/structural and electrical domains, along with familiarity with applicable codes and standards.
  • Proficient in the design and preparation of plans and technical specifications for engineering projects.
  • Knowledgeable about construction techniques and processes.
  • Familiar with workflow documentation, quality improvement, and performance enhancement practices.
  • Understanding of the engineering services industry and the capabilities of firms involved in civil, structural, and electrical projects.
  • Knowledge of relevant stakeholders and permitting processes.
  • Comprehension of industry practices regarding project management methodologies.
  • Strong organizational, time management, and prioritization skills.
  • Ability to interpret construction drawings and evaluate product technologies.
  • Collaborative mindset with the ability to work effectively across various functions and technical disciplines.
  • Detail-oriented with the ability to maintain focus amidst interruptions.
  • Effective communication skills for diverse audiences.
  • Proficient in performing calculations and generating project documentation.
  • Ability to establish and maintain effective working relationships and lead project teams.
  • Self-sufficient in managing project aspects with minimal supervision.
  • Proficiency in English communication, both oral and written.
  • A valid driver's license is required.
  • Must obtain and maintain a Transportation Worker Identification Credential (TWIC) within the specified timeframe.

Physical Requirements:

This position involves light work, requiring the exertion of up to 20 pounds of force occasionally and up to 10 pounds of force frequently.
