DESC (Downtown Emergency Service Center) is a nonprofit organization dedicated to assisting individuals facing the intricate challenges of homelessness, substance use disorders, and severe mental health issues. Our mission is to empower these individuals to achieve optimal health and well-being through a range of comprehensive services, treatment options, and housing solutions. We envision a community where no individual is left behind, neglected, or experiencing homelessness.
As a premier provider of services for multiply disabled adults who have endured chronic homelessness, DESC supports nearly 2,000 individuals daily. Our integrated service model is designed to facilitate access to safe, affordable housing and maintain it effectively. DESC is recognized both nationally and regionally for its innovative approaches to addressing homelessness.
POSITION OVERVIEW:
The Senior Medical Director plays a crucial role within the senior leadership team at DESC, overseeing the psychiatric and medical services delivered by DESC medical staff. This role involves collaboration with partner organizations to enhance healthcare offerings for DESC clients. The Senior Medical Director is a board-certified psychiatrist who also provides direct clinical care to clients. Management responsibilities encompass oversight of a diverse team of over 40 professionals, including nurses, nurse practitioners, and physicians. This position directly supervises the Director of Nursing and other Medical Directors, while indirectly overseeing all DESC medical personnel. Administrative duties include planning, recruitment, quality assurance, and representing the organization externally, as well as engaging in healthcare policy work and research initiatives.
The spectrum of DESC-operated behavioral health services includes:
- Outpatient mental health services for over 1,200 individuals with serious and persistent mental illness
- A high-fidelity Program for Assertive Community Treatment team
- Outpatient substance use disorder treatment
- Street outreach and engagement for individuals with untreated severe psychiatric conditions
- Low-barrier buprenorphine induction and maintenance
- A 20-bed short-term shelter program for individuals transitioning from psychiatric hospitalization
- A multi-program Crisis Solutions Center providing mobile crisis teams and a licensed 16-bed residential treatment facility
- Additional multidisciplinary pre-crisis and post-crisis intensive support teams
- Overdose response services, including OD reversals and follow-up stabilization
KEY RESPONSIBILITIES:
Administration, Planning, and Supervision
- Collaborate with the Executive Director and other senior leaders to plan, implement, and evaluate behavioral health medical services at DESC
- Develop a strategic vision for DESC's medical services and contribute to planning efforts to ensure robust service availability
- Work closely with relevant directors on budgeting, finance, and compliance activities
- Oversee recruitment, orientation, deployment, and professional development of medical staff
- Conduct credentialing reviews of contracted medical service providers
- Establish and maintain high-quality practice standards for medical staff
- Supervise and evaluate clinical performance and team collaboration
- Ensure compliance with agency, funder, State, and Federal regulations
- Participate in management team planning and coordination activities
- Represent DESC on community and health system committees and work groups
- Ensure participation in quality assurance initiatives and funding proposals
- Foster collaborative relationships with internal and external stakeholders
- Engage in advocacy activities as needed

- Practice as a licensed physician by diagnosing and treating complex conditions
- Review client medical histories and conduct diagnostic evaluations
- Collaborate with clinical managers to ensure high-quality patient care
- Coordinate client care with an interdisciplinary team
- Evaluate clients in crisis and recommend appropriate treatment
- Respond to emergency situations as necessary
- Conduct follow-up visits in accordance with care standards
- Refer clients to specialists when needed
- Serve as a medical liaison to community healthcare providers
- Provide consultation and education to clinical teams
- Conduct in-service training for medical staff to ensure compliance with administrative standards
