The Facilities Maintenance Program Manager will support the execution and implementation of a comprehensive engineering operations and maintenance program. This role is essential to ensure that the facilities are effectively monitored and maintained to meet functional, aesthetic, safety, security, and environmental standards.


Key Responsibilities:
1. Conduct facility inspections and maintain checklists.

2. Assess the physical and operational condition of building systems.

3. Oversee the planning, coordination, and quality assurance for service contracts related to facility repairs.

4. Prepare and submit recommendations for energy efficiency and sustainable practices.

5. Foster energy conservation awareness among staff.

6. Develop and implement a quality assurance program.

7. Provide oversight for maintenance and repair activities, ensuring documentation is completed as required.


8. Review and refine task lists and cost estimates for Sustainment, Revitalization, and Maintenance (SRM) projects based on input from field personnel.


9. Conduct site visits to gather information for SRM requirements.

10. Monitor life safety, physical security, and fire prevention standards, addressing any deficiencies.

11. Maintain and update databases and inventories to ensure current information.

12. Respond to all information requests in a timely manner.

13. Attend Project Review Boards as needed.

Documentation and Reporting:
Responsible for supervising field maintenance technicians and subcontractors in executing the maintenance program.


Assist the Project Manager in recruiting, qualifying, and managing personnel for various operational needs, ensuring compliance with contractual requirements.


Ensure personnel qualifications meet the necessary standards through a thorough verification process.

Build and maintain proactive relationships with engineering support teams, vendors, management, and other departments.


Monitor labor hour execution against performance criteria, providing regular analysis and reporting to the Project Manager.


Review timecards for field maintenance team members daily and approve them at the end of each pay period.

Ensure accuracy and compliance of travel authorizations with contract requirements, maintaining records of travel costs.


Compile a Monthly Progress Report from field maintenance personnel reports, summarizing maintenance funding status, completed work orders, contractor quality control statistics, safety incidents, customer satisfaction metrics, and any operational improvement comments.


Other duties as assigned.

Qualifications:
1. Minimum of two (2) years of experience in facilities operations and maintenance.


2. At least five (5) years of experience in servicing and renovating commercial buildings, including supervising a diverse workforce responsible for maintenance and repair of building systems.


3. Valid driver's license required.

Knowledge, Skills, and Abilities:
1. Proficient in using personal computers and software applications including Microsoft Word, Excel, Outlook, and PowerPoint.

2. Ability to obtain a favorable National Agency Check with Inquiry (NACI) as per regulatory requirements.

3. Familiarity with applicable codes and standards for operations and maintenance tasks, including NFPA, EPA, and OSHA.

4. Proficient in reading, writing, speaking, and understanding English.

5. Ability to lift and/or move up to 50 pounds.
